Countermeasures Study Rural Issues Top Design Perspective

In modern China, the fundamental problem of the Chinese revolution is the issue of farmers. Modern and Contemporary China, modernization of socialism with Chinese characteristics, a comprehensive well-off society to achieve the great rejuvenation of the Chinese nation, the fundamental problem is still the issue of farmers and rural based agriculture.The CPC central committee attaches great importance to solving the three rural problems and also has made great achievements since the founding of new Chin a, especially since the reform and opening up. But problems still more serious existence because of various factors such as history and reality.At present, our country reforms including reforms of agriculture have been into the "deep", critical period after30years of reform and opening up.The link between the reforms, the construction, influence and mutual restriction is much bigger. Reforms, building indeed affect the whole body. Traditional reform model (feeling the stones, various reforms are largely alone in their respective areas to promote their own array) has become increasingly unsuited to the situation. The reforms have to jump out of their own "circle",and need to overall promote the nation’s highest level under the guidance of scientific concept of development.Based on this whether it is with Comrade Hu Jintao as general secretary of the CPC Central Committee, or Xi Jinping as the new generation of central leadership collective, as well as some of experts and scholars all stressed the need for top-level design on different occasions in recent years.This paper guided by the scientific concept of development review and analysis the China’s rural issues.
