The Impact Of Signing Labor Contracts On New-Generation Migrant Workers' Consumption

As investment and external demand drive economic growth to weaken,expanding domestic demand has become an important driving force for the economy to continue to maintain medium and high-speed growth.Therefore,how to increase the proportion of household consumption in income has become an urgent issue.With the continuous advancement of urbanization,the consumption of migrant workers has become significant force in economic development.The number of migrant workers that include the new generation of migrant workers has risen 280 million from the report on the survey of migrant workers in 2017 published by the National Bureau of Statistics.The proportion is 50.5%.However,one fact that cannot be ignored is that migrant workers are significantly lower than urban residents,both in terms of absolute consumption and consumption.Since the new generation of migrant workers is the main group to achieve urban integration,it is more practical to analyze the characteristics of the new generation of migrant workers' consumption and explore the factors that promote consumption motivation of the new generation of migrant workers,so this paper focuses on the typical fact that the labor contract of migrant workers is low,and discusses the impact of signing labor contracts on the consumption of new generation of migrant workers.This paper uses the National Health and Health Committee's 2014 dynamic population monitoring data to analyze the impact of signing labor contracts on the consumption of new generation of migrant workers after controlling the sample bias by the self-selection of labor contracts signed by new-generation migrant workers.The paper concluded that the new generation of migrant workers who signed the labor contract consumed 3.86%to 7.28%higher than the new generation of migrant workers who did not sign the labor contract,the consumption rate is 3.77%?5.79%.At different points of consumption level,the conclusion that the consumption level of the new generation of migrant workers signing labor contracts is higher than that of the new generation of migrant workers who have not signed the labor contract is still established.With the increase of consumption level,this difference gradually increases,and the significance is significant.It has also gradually increased.From the perspective of different consumption expenditures,the signing of labor contracts between new generation of migrant workers and enterprises has increased the consumption expenditure of per capita food and housing.After considering the welfare factors and individual willing factors,the result of signing the labor contract to positively affect the consumption level of the new generation of migrant workers is still stable.The results of heterogeneity analysis show that the signing of labor contracts has a positive impact on the consumption level of new generation of migrant workers in high-low education level and whether they participate in training new generation of migrant workers,but the new generation of migrant workers with high education level is significant.It is not strong,and the migrant workers who participated in the training signed labor contracts have a positive impact on consumption more than the new generation of migrant workers who did not participate in the training.The overall level is consistent with the main conclusions of this paper.The signing of labor contracts increases the consumption of new generation of migrant workers.On the one hand,the new generation of migrant workers and enterprises sign a labor contract,the employment method is relatively stable,the expected unemployment risk is low,and the long-term income is high.Therefore,the new generation of migrant workers signing labor contracts The decline in preventive motives has led to an increase in consumption;on the other hand,because the new generation of migrant workers signed labor contracts to enhance the urban identity of the group,and their consumption is more inclined to the "healing" consumption of urban workers,so the consumption level rises,The stronger the urban identity of the new generation of migrant workers is also the driving force for the process of urban integration,and the gradual improvement of urban integration will also release the consumption potential of the new generation of migrant workers.According to the results of this study,the policy recommendations mainly include the following three points:Firstly,help the new generation of migrant workers to sign labor contracts with enterprises,especially to increase the signing of long-term labor contracts,and the government should respond to the knowledge of the employment security of migrant workers.Conceptual training,aiming at the employment issues of the new generation of migrant workers,and carrying out targeted training,prompting the new generation of migrant workers to clarify the labor security rights of the Labor Contract Law and other rights protection,and avoid being unable to reach the enterprise due to their own cognitive limitations.A more stable labor contract relationship.Secondly,to enhance the welfare level of the new generation of migrant workers to sign labor contracts and to help the new generation of migrant workers to complete the urban identity.The government should improve the welfare of the new generation of migrant workers signing long-term or short-term labor contracts.By signing labor contracts with enterprises to obtain perfect welfare protection to reduce the savings due to preventive motives,the potential consumption of migrant workers will be released today.Finally,improve the organization of the new generation of migrant workers.The establishment of trade unions and migrant workers' party organizations is very important for the rights of migrant workers.By establishing grassroots organizations,they can improve the rights and rights of migrant workers,and solve the labor disputes and industrial accidents between migrant workers and employers in a timely manner.
