Study On Problems And Countermeasures Of Grassroots Communist Youth League Participating In Social Governance

It is the basic responsibility of the government to promote economic and social development,meet the needs of the public,and stabilize social order.However,in the face of increasing public demand and social governance problems,government supply and management is insufficient.The abundant supply of market resources and the increasingly active civil society organizations can make up for the shortage of government management and supply to a considerable extent,bringing new vitality to the people and new hope to government regulators.The decision of the fourth plenary session of the 19 th central committee of the communist party of China pointed out that we should give full play to the role of mass organizations and social organizations,give play to the self-discipline function of trade associations and Chambers of commerce,realize sound interaction between government governance,social regulation and residents' autonomy,and consolidate the foundation of community-level social governance,and it sends a strong signal that the government invites diverse actors to participate in social governance and meet the new expectations of the people.The communist youth league(cyl)is the largest youth social organization in China.After development,its members are involved in all walks of life,and the organization covers all grass-roots areas.It plays an extremely important role in China's socialist construction.As the organization closest to the masses,the grassroots communist youth league plays an important role in social governance and public service.In order to help the grassroots communist youth league to find the right job positioning,master the scientific and effective methods of social governance,play a greater role in social construction,improve the recognition and reputation of the masses.This paper takes the grassroots communist youth league of kuiwen district as the research object,and comprehensively understands the functions,organization operation and personnel composition of the grassroots communist youth league through materials and researches,and point out the realistic needs and advantages of the grassroots communist youth league in participating in social governance.To study the contents and functions of the grassroots communist youth league's participation in social governance and provision of public services in such aspects as ideological guidance,entrepreneurship and employment,rights and interests protection,poverty relief and voluntary service in kuiwen district,and to find out its problems and deficiencies in such aspects as operation mode,team building,comprehensive linkage and management guarantee.Combined with my work experience,I analyzed the causes of the problems.From the aspects of changing the traditional concept,improving the team construction,strengthening the communication and cooperation,clarifying the goals,and improving the assessment,this paper proposes targeted countermeasures for the grassroots communist youth league of kuiwen to participate in social governance.It provides effective Suggestions for the grass-roots communist youth league to better play its social function and promote its political function in the future.
