Research On The Disposal Of Rural Collective Assets In The Process Of "Village-to-residence" In Jinan

After the 19 th National Congress,China's economic and social development has entered a new era.For Jinan,the pace of urban construction and development has been accelerating.The process of accelerating urbanization is the process of speeding up the whole process of "changing villages into residences" in Jinan.Urbanization and the demolition of old villages have resulted in the large-scale replacement of village collective assets,the disposal of collective assets with rural collective land and the protection of farmer interests have become the main contradiction in the transformation from village to residence.How to properly dispose the collective assets under the original collective property right system,it is not only the key to the success or failure of "village to residence",but also the important content of the urbanization construction.This paper summarizes the research achievements of domestic scholars on "village to residence",collective assets disposal,and the theoretical framework of foreign scholars on urban fringe theory and property rights theory,this paper expounds the related theoretical concepts of "village to residence" and rural collective assets,and sorts out the present situation of the practice of "village to residence" and the management of rural collective assets in China.On this basis,this paper makes a systematic analysis of the problem of the disposal of rural collective assets in the process of "village to residence" in Jinan,expounds the particularity of the disposal of rural collective assets in the process of "village to residence",combs out the practice of the disposal of rural collective assets in the process of "village to residence",and makes a model summary and in-depth dissection of two typical cases.Through research and analysis,it is found that in the current "village to residence" work,Jinan has conducted a lot of useful exploration for the disposal of collective assets,and has also formed a set of work processes and work standards.However,in the specific practice of each village,there are still such problems as the enlargement of the power of the village committee in the disposal of assets,the serious loss of collective assets,etc.The causes of the above-mentioned problems are mainly the unsound management system of rural collective economic organizations,the lack of economic functions of neighborhood committees,etc.Theopinions and suggestions put forward in the light of the above problems mainly focus on three aspects: first,to improve the mechanism of the disposal of rural collective assets in the process of "village changing to residence";second,giving play to the leading role of the government,reasonably controlling the process of "village changing to residence";third,we will provide comprehensive social security and employment services on the basis of the disposal of collective assets,with a view to providing useful reference for the current work practice in Jinan.
