Study On The Governance Of Abnormal Petitions From S City To City In Shandong Province

In recent years,urban administration reforms have been constantly deepened with the continuous development of the social economy,and the process of social transformation has accelerated by various social contradictions and disputes.The number of petitions is increasing and staying high.Among them,abnormal petitions to the city account for the vast majority.S City of Shandong Province actively explores and achieves certain results in the management of abnormal petitions,but the situation is still pending for future development.There are still many illegal visits with excessive behaviors such as unauthorized banners,unfriendly racket,charging the gates,and rushing into administrative agencies.These behaviors have brought severe challenges to our governance work,and it is worthy of our further research to fundamentally solve the problem of frequent petitions in the city.This article selects S city as the research object,comprehensively adopts research methods of summary induction,literature research,empirical research and case analysis.To explore the optimization of the city 's abnormal petition with involution theory and multiple governance theory Governance path,there is a vista in this article striving for potential models and suggestions to resolve the issue of abnormal petitions to the city.Based on the empirical research data on letters and visits of abnormal petitions at home and abroad,the author has elaborated on the concept of letters and visits of abnormal petitions from the identification of illegal and criminal acts.By using her own law and management experience,the author also refers to the knowledge of sociology,psychology and other discipline concepts,combined with six years of work practice in the management ofabnormal petitions,conducting a comprehensive analysis of the situation of abnormal petitions,and summarizing abnormal petitions in the past five years.Research results show the regular characteristics of steadily decreasing,complex and diverse mass identities,stable and dominant traditional appeals,diversified new appeals,emerging extreme behaviors,and higher levels of unionization.It also objectively analyzes the governance status of abnormal petitions from S city from the five aspects of institutional setup and operation,main body of visit reception,mechanism construction,grassroots foundation and governance strategy.There are four problems: unreasonable institutional setting,poor quality of interviewing personnel,imperfect legal system construction,and inadequate basic work at the grassroots level.The main reason is that the overall quality of the interviewing subject does not match the governance needs.The mass opportunism tends to be difficult to eliminate,increasing the difficulty of governance,imperfect system and mechanism construction,weakening the effectiveness of governance and changes in the political and economic environment,and bringing challenges to governance.Based on the integration of the involuntary characteristics of letters and visits and the multi-subject theory,five measures are put forward to optimize the establishment of the city,improve the comprehensive quality of letters and visits,along with the legal system and mechanism,solidify the basic work at the grassroots level,and build a "comprehensive pattern" of letters and visits by the society to optimize the abnormal visit.With a view to forming a set of efficient governance mechanisms for irregular petitions to the city,it will fundamentally solve the problem of frequent occurrence of irregular petitions to the city,and provide a certain reference for the municipal government in managing irregular petitions to the city.
