Study On The Participation Of Multiple Subjects In The Governance Of Old Urban Communities

With the rapid rise of China's economy and the acceleration of urbanization,community,as a place for people's collective life,carries people's public cultural life,public daily life and other public actions.It plays an important role in the integration of humanity and society,so community is an important grass-roots carrier in national governance,especially in the construction of old communities.The old urban communities built at the end of last century have reduced people's sense of happiness and comfort due to aging infrastructure,lack of public facilities and lack of community services.Mainly relying on the governance model of the government,street office and community neighborhood committee,it is at a disadvantage in the construction and development of urban communities,widening the distance from the new commercial housing,hindering the economic development process of the old urban communities and becoming a prominent problem affecting the development of communities.How to solve the problem of governance has become the most urgent task for grassroots governments and the focus of social governance.With the continuous adjustment of social governance pattern,the participation of multiple subjects in community governance has received extensive attention and provided new ideas for the old community governance.This paper selected W community in Shijiazhuang as the research sample.W community,located in the old city of Shijiazhuang,has been committed to the governance of the old community for many years.Therefore,W community is selected as the research object in this paper.Through in-depth investigation and personnel interview of W community,and combined with relevant literature,the governance status of W community was analyzed to explore the problem of multi-subject participation.This paper is divided into six parts.The first part mainly introduces the theme of this paper through the review of domestic and foreign literature.The second part puts forward the concept and theory of this paper.Based on the theory of collaborative governance,this paper emphasizes the collaborative governance of multiple subjects.The third part summarizes the governance of W community in Shijiazhuang and summarizes its governance characteristics.The fourth part puts forward the problems of the present situation of W community's multi-subject participation,such as the weak ability of multi-subject to obtain funds,the insufficient efficiency of multi-subject participation,the uneven development of participants,and the weak participation of community residents.The fifth part analyzes the causes of the problems,and summarizes the reasons for the weak participation ability of multiple subjects,unclear definition of rights and responsibilities of multiple subjects,insufficient construction of community organizations,and weak community awareness of residents.The sixth part puts forward Suggestions for improvement.The countermeasures are put forward to improve the participation ability of multiple subjects,construct the cooperative governance mode of multiple subjects,strengthen the construction of community organization and strengthen the residents' community consciousness.
