Welfare Service for the elderly, a basic public product closely related to the social life and social stability, is non-competitive and non-exclusive, so it should theoretically provided by the government department concerned. However, due to the ageing population, the small-scale family structure, the market-oriented economy, urbanization of the rural areas, the plurality of the consumption structure and failure of government agencies to provide public services, people are paying more attention to the diversification of the subjects in providing public services , that is , gradually lowering the threshold to the field of public affairs and public services. By introducing some incentive systems and favorable policies, non-government resources can be stimulated to efficiently increase public products through the marketing operation so as to relieve the shortage of services for the elderly in our country. In a sense, the booming of private-run service centers for the elderly is attributed to such favorable policies formulated by the government.With the strong support of the central and local polices, the rapid expansion of the endowment service market has absorbed more private capital and the number of private-run service centers for the elderly is rising remarkably, which has significantly changed the situation of insufficient investment by the government. However, owing to the historical reasons and restriction of traditional conceptions, the foundation of civil societies and organizations is still weak and they are not independent, self-reliant and capable enough to manage the social affairs together with the government. If the civil organizations, especially non-profit organizations are not fully developed, the existence and development of private-run service centers will be greatly restricted by the systems and environment. Therefore, the major topic of the thesis is how to position the government in social welfare in the process of socialization, to determine the nature of private service institutions for the elderly according to their functions to meet multi-level demands in the market, to regulate the operations of private service organizations, ensure the quality of their services, and promote the development of social welfare.There are five parts in the article. Part one is the preface to illustrate the research background, significance, method, contents and some new ideas of the article. Part two gives a detailed description of private-run service organizations for the elderly, such as defining such organizations, their emergence and development, nature and functions. Part three will mainly focus on the development and administrative regulations concerning private-run service institutions for the elderly in the United States, Japan and Hong Kong, which can service as a model for the development of China's private service for the elderly. Part four will discuss the problems arising in private service organizations for the elderly in China at present, then analyze the reasons and seek solutions. Part five is the main body of the thesis, which focuses on regulations concerning the development and operation of private service organizations for elderly by policy guidance, legislation and self-improvement.
