Autonomy And Embedded:Research On The Development Path Of Community Social Organization

The Fourth Plenary Session of the 19 th CPC Central Committee focused on the modernization of national governance system and governance capacity,and proposed to build a social governance community where everyone has a responsibility,everyone is responsible,and everyone enjoys it,and a new pattern of grassroots governance is formed.In the basic governance structure of pluralistic co-governance,community social organization is an endogenous force with strong locality and sustainability.It plays an increasingly important role in providing public services,coordinating internal conflicts in the community,and meeting the diverse needs of residents.However,our community social organizations still face many difficulties in their specific practice.Therefore,it is particularly important to find a development path that suits them.In the process of interaction between community social organizations and the government,the tension between autonomous development and embedded factors is the key to affecting which development path they take.Based on the theory of interaction between the state and society and the theory of collaboration,this article attempts to explore the ideal path of the development of community social organizations in the real situation of our country from the two dimensions of "social autonomy" and "embedded state." The dissertation takes the community as the research field and specifically observes the relationship between community social organizations and government.On the one hand,it analyzes the actual performance of autonomous development in the development of community social organizations,and on the other hand,it analyzes the generation logic and operating mechanism embedded in the state.By observing the specific operation of social autonomy and state embedding in the development of community social organizations,it is explored how to achieve balanced development of state embedding and social autonomy.By observing the actual development path of L organization,it is found that a series of practical results have been achieved in the interaction between L organization and the government.At the same time,there are also a series of problems: the inertia operation of administrative dependence,the dilemma of resource-oriented development,and insufficientself-standardization.Based on the cause analysis,this article believes that the government and community social organizations should be started from two aspects to promote the evolution of community social organizations to the "high autonomy-high embeddedness" development path.The government strengthens community social organizations by creating a good institutional environment,establishing and implementing the concept of equality and mutual trust,and providing resource support.Community social organizations strengthen themselves from three aspects: improving their standardized construction,expanding multiple financing channels,and strengthening the construction of talent teams.Capacity building to achieve positive interaction with the government and better play the role of community social organizations in the new pattern of grassroots governance.
