Research On Social Workers' Participation In The Embedded Care Services Of A-institutional Community In Shanghai

Community embedded elderly care services are mainly embedded in the community,multi-functional health care facilities,supplemented by the development of home-based care services,which provide professional,personalized and convenient elderly care services.The community embedded elderly care institutions have become an important carrier for 90%of the elderly in Shanghai to achieve aging in place.In order to realize the effective supply of old-age services in the background of an aging population,the government encourages private capital to enter the field of old-age services by entrusting professional social service institutions to participate in the operation of old-age institutions.Social workers,as one of the important forces participating in the community's embedded elderly care service,are actively involved in the operation of the community's embedded social care service,serving as the resource integrator of the community's embedded care service,and the builder of the community care support system network.More importantly,social worker plays an key role for family care enablers and advocates for elderly friendly communities.This article uses participatory observation and in-depth interviews to study the process of social workers' participation in the embedded elderly care service in the A institution community.It uses the four basic system theories of Pincus and Minahan that the client system,the change-medium system,the target system,and the action system are the main analysis frameworks,not only to explain the status and effectiveness of social workers' participation in embedded elderly care services in the community,but also to analyze the main problems and reasons encountered by social workers in participation in elderly care services.The author attempted to summary the local experience of effective integration with community embedded elderly care services and explore the path of the combined development of social workears and market-oriented elderly care institutions.Based on the sample of the elderly care home in Shanghai,the embedded elderly care model is in the stage of construction and coupling at the theoretical level,and is in the stage of exploration and accumulation at the practical level.There are certain problems in the current overall operating efficiency and the original intention of policy formulation and development expectations.The study has found that,first of all,social workers provide elderly care services for the elderly and their families with care needs by intervening in the client system,changing the media system,the target system,and the action system,helping to build a community support network for the elderly.Furthermore,social workers play four main roles in participating in the service operation process,namely:the resource integrator of community embedded elderly care services,the builder of community care support system network,the enabler of family care,and the advocater of the aged friendly community.Finally,in the process of participating in elderly care services,social workers are mainly facing the client's vague perception of embedded elderly care services,the asymmetric dependence of service resources,the unsustainable development of informal care-support resources,and the dual role conflict of social workers.In response to the problems,the article puts forward four suggestions:strengthen the building of elderly social workers' own capabilities and build professional services;cultivate a work team with the basic concept of social workers;build a friendly community for the elderly through multiple parties and actively explore the government and social organizations,social organizations and pensions a new model for cooperative development of enterprises.
