The Research Of The Contemporary Chinese Social Organization Autonomy

With the Marketing Reform in the later ten years and the corresponding transformation of government function followed in China, social potency out of system grew rapidly. Owing to the disintegration of Unit System, social construction has changed a lot: society is no longer an overall unit containing state and market in the planned economy period, and no longer a wholesome field including economy except for state. It appears as a substantial field representing civil benefits. This transformation makes the society become the third field different from politics and economy with the characteristics of non-government and non-profit. Thus the power structure is divided into three parts: politics, economy and society. Since the relationship between government and enterprises has been adjusted, it's a great need to reconstruct the relationship between government and society to adequate the development of the new structure. In the view of sociology, the newly emerged society is a real sociological society with civil society characteristics somehow. The society mentioned in this thesis is very little and weak now . It cannot support and serve the development of politics and economy sufficiently. Therefore, the thesis puts forward to the question of a developing field in which politics and economy are relatively invalid and cannot involve in directly and poses that the development of society needs to construct the capacity by itself.Taking the theories of Civil Society and The Third Sector and their successful experiences in the west countries, this thesis pses the conception of social organization development. That is to say, the key essence of society development depends on the capacity building of social organizations. Analyzing the conditions of some social organizations in China nowadays, we could find out that governments pressed most of them from up to down. They are too weak to respond for the social development. As the acceleration of modernization and overwhelming of globalization, it is urgent for the autonomy of social organizations without the direct affection of government from outside.In the light of the developing conditions in China nowadays, the autonomy of social organizations could not get on well without the power from outside of the society, especially from the government which could effect by Drafting laws, policies and intensifying training. At the same time, the autonomy of social organizations definitely needs the capacity building of itself such as qualification, action, mobilization and even radiation.So the social organizations should bring out (1)the staff structure to be younger and specialization; (2)to improve the participation of the social staff;(3)to satisfy the interest of social staff as much as possible;(4)to learn and use the laws and policies to protect its own interest.
