Study On The Supervision Of D Civil Affairs Bureau's Purchase Of Public Service

In recent years,with the rapid development of the economy,social life has undergone great changes,the public's demands for public services have become more diversified,and attention has been paid to the transformation of government functions.The government's purchase of public services has gradually developed.It has become an inevitable trend in the innovation of social governance model.This new approach can integrate and optimize local public resource allocation,reduce fiscal costs,and improve the quality and efficiency of local government public service provision.At present,many large and medium-sized cities in China have been filled with pilot projects for public services such as pensions and medical services purchased by local governments.Many places have already achieved some successful experiences,but at the same time they have exposed some problems,such as the quality of public services.The problems are uneven,the regulatory methods are not standardized,the forms of supervision are not uniform,the regulations are not specific,and a series of issues of government supervision are not in place.Therefore,studying the regulatory issues in the government's purchase of public services is of great significance for improving the quality of public services purchased by the government.This paper takes the supervision activities of the D Municipal Government Civil Affairs Bureau to purchase public services as the research object,and uses literature review methods and case studies to explain the issues related to the purchase of public services by D Civil Affairs Bureau.This article is mainly divided into six parts.After defining the relevant core concepts of public service,government purchase of public services,social organization,etc.,and expounding the relevant basic theories,it summarizes the status quo of the supervision of D civil affairs bureau in the process of purchasing public services,combined with specific case analysis,the entire supervision process.While presenting the characteristics of the combing,it also pointed out the existing problems.After learning from the mature experience of western countries and some successful domestic urban experiences,this paper puts forward some suggestions for improving the relevant issues in the process of purchasing public service supervision by D Municipal Government Civil Affairs Bureau:First,strengthen the construction of legal system and create a good one.The institutional environment,the regulation of supervision and regulation can be found,gradually standardized and unified;the second is to enhance the professional competence and independence of the regulatory body,whether it is the internal regulatory organization of the government or the external third-party institutions,should be standardized and gradually become independent Development and consolidate the authority of supervision;Third,innovate the supervision mechanism,unblock the channels of supervision by the masses,and enhance the awareness of mass participation.Although the current D city also has public opinion supervision,it is still not deep enough.We can learn more from the Western countries regarding the participation of the masses in supervision.The feasibility method makes this supervisory force normal and plays its due role.
