Research On The Management Policy Of Rural Homestead In China From The Perspective Of Policy Diffusion

The reform of rural housing plot system is the key to implementing the rural revitalization strategy.It is also an important measure to promote the process of peasant citizenization,promote urbanization developmentand improve the mechanism of urban-rural integration development.It is not enough to solve the development of rural and rural areas and the development between urban and rural areas.The imbalance problem is of great significance.Since the 18th National Congress of the Communist Party of China,the state has made a series of major decision-making arrangements for the reform of the rural housing system,and has achieved innovation and breakthrough in the rural housing system at the top-level design and system level.With the deepening of the three pilot reforms of the rural land system and the gradual implementation of the rural revitalization strategy,the improvement of the rural housing base management policy system and the urgent development of the guidance for strengthening the management of rural housing sites have become the primary task of promoting the reform of the housing estate system.The management of rural housing sites in the new era must also rely on the background of rural revitalization strategy and urban-rural integration development.Based on the new“Land Management Law”,we will effectively improve the utilization of homesteads by strengthening the planning,management and effective use of rural housing sites.Efficiency,increase the property income of farmers,and let farmers fully enjoy the fruits and benefits of the reform of the housing estate system.Based on the theory of policy diffusion,this paper focuses on the management policies of rural housing sites issued by the central government and local governments in the past 40 years of reform and opening up,and discusses the time-spreading process of rural housing management policies and the spatial and temporal distribution of spatial diffusion processes.Content characteristics and diffusion direction characteristics,and explored its diffusion mechanism.The specific content is as follows:Firstly,by combing the content of the policy text,the time diffusion process and the spatial diffusion process of the rural house site management policy are summarized from the two aspects of time diffusion dimension and space diffusion dimension.Secondly,using the policy text analysis method to acquire and filter the high-frequency words in the rural homestead management policy text issued by the provincial government,construct the semantic network structure map,and analyze the content characteristics of policy diffusion.Furthermore,with the help of the policy tool time series analysis method,two kinds of information-based policy tools,publicity education and registration,are used as examples.By analyzing the time series distribution characteristics of keywords in policy texts,two policy tools are described in the central government-provincial level.The direction of diffusion between governments.Finally,on the basis of identifying the factors affecting policy diffusion,the event history analysis method and the Logit regression model are used to test the contribution level of each explanatory variable to policy adoption,so as to explore the diffusion mechanism of rural housing management policy.The significance of this paper is to further enrich the application of policy diffusion in the study of rural land policy in China from the theoretical level,and verify the applicability and explanatory power of the theory in the study of the diffusion of public policy in China;The general law of the management and diffusion of rural housing sites,the influence of inter-governmental relations on the diffusion of rural housing management policies,and provide some theoretical references and references for improving the management policies of rural housing sites.The results show that:First,the process of rural residential land management policy diffusion can be divided into three stages,namely,the germination development period(1979-1999),the rapid diffusion period(2000-2012),and the stationary diffusion period(2013-present).The rural social and economic development in different periods,the institutional background and the basic strategy of the country's rural agricultural development have affected the central government's changes in the management objectives of rural housing sites,the adjustment of policy implementation content and policy tools,and also led to the central government-local The difference in temporal and spatial distribution characteristics of(?)policy diffusion shows that,from the perspective of diffusion level,the diffusion of rural housing management policies and the administrative level of the government are nonlinear,and with the evolution of the policy diffusion stage,the municipal government gradually becomes The backbone of the adoption of rural housing management policies;from the perspective of space diffusion,the local government that introduced the rural housing management policy basically covered the seven geographical divisions of China.The provincial governments and municipal governments with high enthusiasm for policy adoption are mainly distributed in East China and South China,showing a relatively obvious agglomeration effect,while the number of governments and policies for the introduction of rural housing sites management policies in the Northeast and Northwest regions are relatively high.less.The district and county governments began to adopt the rural housing base management policy in the rapid diffusion period and the stable diffusion period,with the rural residential land system reform pilot area as the main force.The adoption of the provincial government's rural homestead management policy shows obvious time lag characteristics and spatial lag differences.Third,the content characteristics of the rural householding management policy diffusion show that the provincial government strictly follows the relevant requirements of the central government on the management of rural housing sites.The evolutionary characteristics of the keywords in the rural housing management policy issued by the provincial government in different periods of diffusion show that the content of rural housing management is based on the actual situation of the rural areas,and the policy content is more abundant and targeted to serve each The realization of the management goal of the stage homestead.Fourth,in terms of the direction characteristics of rural housing management policy diffusion,the propaganda and education policy tools show a top-down diffusion direction between the central government and the provincial government,which is characterized by an S-type diffusion curve;the registration and entry policy tool is in the central government.The provincial government presents a top-down and top-down diffusion direction,which is represented by the R+S type diffusion curve,which is caused by the proximity effect and the vertical diffusion effect.Fifth,the empirical research results show that the diffusion of rural residential land management policies is affected by the policy political cycle,resource factors and inter-governmental relations.The diffusion mechanism is characterized by mandatory mechanisms and policy learning mechanism,local governments introduce rural residential land management.Policies are influenced by the vertical influence of the central government's administrative directives and national policy transmission.Based on the above research,this paper believes that in the new stage of implementing the rural revitalization strategy,promoting the high-quality development of urbanization and the development of urban-rural integration,The central government should mobilize local governments to achieve the enthusiasm of rural homestead management policy innovation through top-down vertical incentives,and establish policy learning and exchange mechanisms with local governments,refine policy implementation content,absorb successful experiences,and promote Policy innovation and change.Local governments at all levels should strictly implement the relevant provisions of the central government,strengthen the understanding and understanding of the management of homesteads through the exploration and practice of the reform of the rural homestead system,create a policy environment conducive to the emergence of positive externalities,and promote policy measures.The policy tools and policy environment form an effective interaction to realize the scientific,precise and effective management
