| Under the background that the aging level of Xingjiang corps is higher than the national average and the aging situation is more and more severe,urban and rural residents endowment insurance plays an important role in elderly life safeguard.Participation is the key to its full play,the participation of middle-aged non-workers in the pension insurance of urban and rural residents is particularly noteworthy.This group is special:1、The most belong to the special "the second generation of the grope of the supporters",children return to the mainland,if go back to visit parents,the distance and the time is so long,so it’s difficult,however Middle-aged parents are less likely to live in retirement in children’s ingoing ground in the future,Therefore,the pension security is not quite understanding;2、Under the special system that the government and enterprise integrating,some residents have worker identity,they participate in the security worker endowment insurance that have strong old-age security,the rest without the contracted land were freelancers,they can participate in the residents’ endowment insurance,However,the rate of participation is low so the guarantee is poor;3、The second generation who support Xingjiang of non-worker groups in the middle age are low in education,weak in understanding,and greatly influenced by their children.So,this article combined simultaneous table、Probit and ordered Probit regression model with interview results to analysis and discuss the affect factors of the behavior of the middle-aged people attending residents endowment insurance,and make relevant Suggestions.The behavior include whether participate and choose which paying level,and mainly discusses the children factors.Specific content is as follows:First,summarize the characteristics of the old-age security system of the corps,the analysis found that local residents have the identity of "agricultural worker,can participate in the enterprise enterprise employees" insurance that have higher security,but the residents without staff identity can only choose residents’ endowment insurance、freelance pension insurance or commercial endowment insurance which cost is higher.Concluded that:for most of the residents without the identity of enterprise employees,based on the linitation of economic level,urban and rural residents endowment insurance is the best choice.Second,test and analysis the factors other than children through the simultaneous table and regression model,draw the conclusion:in terms of personal and family factors,factors that affect whether participate and pay level selection are consistent,mainly two aspects:family income per year and whether spouse have the identity of employee.Age、Personal income and culture level do not impact.Children factors:l、The children economic factors,children income do not impact whether children give mid-aged parents financial support obvious regularity,so it will not directly affect the behavior of participating the insurance,and the affected factors is whether the children give the economic support to parents;2、Children contact factors,number of children in Xinjiang does not affect the behavior of participating the insurance;Whether have children live in the same round field affect residents behavior of participating the insurance;3、If Children attend social endowment insurance,their middle-aged parents prefer to attend,but it has no effect on mid-aged parents’selection of pay level.Third,based on the above conclusions,from the goal of promoting the rates of attending the urban and rural residents endowment insurance in round fields,and to rationalize pay level selection,puts forward the following Suggestions:correct the view of "bring up sons to provide their old age","children provide for the aged completely";More publicity for young children,let children affect poor understanding middle-aged parents’ consciousness of attending the insurance;In-depth worker family propaganda,clearing the corner of attending the insurance;Broaden the financing channels to increase support for disadvantaged groups. |
