Research On The Impact Of Cadres Enthusiasm And Measures On The Poverty Reduction Performance

From 2017 to 2019,the GDP growth rate dropped from 6.9%,6.6% to 6.1%,and the downward pressure on the economy has further increased.2020 is the year when a well-off society will be fully established and the 13 th Five-Year Plan ends,due to the new crown pneumonia epidemic.The current work focuses on how to better win the battle against poverty.Eradicating poverty and alleviating poverty is the bottom line of building a well-off society in an all-round way,and it is also a landmark indicator.At present,China's targeted poverty alleviation has entered a critical period of overcoming difficulties,which requires a multi-pronged approach and multiple measures to efficiently and accurately pinch this “hard bone”.The root cause is that poverty alleviation work is a mass work that requires poor cadres to contact the poor households closely,and the poverty alleviation work itself needs to gather the wisdom of the people,accept the opinions of the people,adapt to local conditions,and take measures according to circumstances.In contrast,in the current poverty alleviation work,formalism and bureaucracy are breeding,and there are coping poverty alleviation actions such as "digital poverty alleviation" and "poverty filling in the form",which not only wastes scarce poverty alleviation resources,but also is not conducive to the stability of the cadre-group relationship.This thesis is based on research data of poverty alleviation in N County of Shandong Province.In this survey,the sample selection was based on the principle of stratified equidistance,randomly selected sample villages in the city,randomly selected poor households in the sample villages,and a total of 396 poor households,of which 212 are still poor households and have been lifted out of poverty There are 184 families in total,involving58 administrative villages,of which 14 are provincial-level impoverished villages.Through field visits,collecting and collating relevant data,to further understand the current situation of poverty alleviation in N County,and the difficulties faced by N County during the implementation of the targeted poverty alleviation policy.In-depth analysis of the impact of poverty alleviation cadres' initiative and types of poverty alleviation measures on poverty alleviation results.By constructing a model,it has been proved that the more active the poverty alleviation cadres,the more positive the effect of poverty alleviation;the povertyalleviation effect of adopting sustainable survival skills assistance measures for poor households is better than directly providing financial support.Finally,in response to the predicament of targeted poverty alleviation in N County,relevant suggestions were put forward from three levels: the government,the main body of poverty alleviation,and the poor households,and they were committed to forming a joint effort to alleviate poverty and help win the battle against poverty.The specific research contents of this article are as follows:Chapter ? Introduction.It mainly expounds the research background,purpose and significance of this research,reviews the development of poverty theory and anti-poverty strategy at home and abroad,and makes a research review.At the same time,it gives a brief overview of the research ideas,content,main research methods,innovation points and deficiencies of the paper.The second chapter mainly combs the theoretical basis of theoretical writing and defines the main concepts.On the one hand,define the meaning of poverty internationally,domestically,and in this article;the concept of poverty alleviation;and the definition of the initiative of poverty alleviation cadres and poverty alleviation measures;on the other hand,construct the theoretical foundations related to people's livelihood,including welfare economics and public finance The theoretical framework of the thesis research.The third chapter describes the current situation of poverty reduction and poverty alleviation in N County of Shandong Province.On the one hand,the current situation analysis is mainly based on the income situation of various households,"two worry-free,three guarantees",and the construction of poverty alleviation projects.On the other hand,after preliminary field surveys and data analysis,it starts from identifying poor households and accurately implementing policies.It summarizes the difficulties faced by the county's targeted poverty alleviation.The fourth chapter constructs a binary logistic regression model,setting the dependent variable as "poverty alleviation effect",and selecting "poverty alleviation motives" and "types of poverty alleviation measures" as independent variables.At the same time,in order to ensure the rigor and scientificity of analysis and research,individuals are introduced.Variables such as characteristics and family characteristics are the control variables.Amongthem,the effects of "the initiative of poverty alleviation cadres" and "types of poverty alleviation measures" on the "effects of poverty alleviation" are examined.In this article,the“motivation of the poverty alleviation cadres” includes three aspects: the situation of the helpers in the village,the telephone contact of the helpers in the village,and the situation of the first secretary in the village;the type of poverty alleviation measures includes “direct funding support and sustainable development."Sexual survival skills help" two types.With the changes of the independent variables introduced into the model,a comparative analysis of the results of the before and after models is performed to demonstrate the hypothesis.Chapter ? policy recommendations,based on the precise poverty alleviation situation of N County in Shandong Province,put forward relevant solutions to the predicament.This part mainly proposes the corresponding implementation plan from three perspectives: the government,the main body of poverty alleviation and the individuals of the poor households.(1)Government level.Funding should be implemented to strengthen the training of poverty alleviation subjects;strengthen supervision and establish a normalized and coordinated assistance mechanism;enrich the construction of poverty alleviation teams and optimize the efficiency of poverty alleviation resource allocation;(2)the main level of poverty alleviation.We will implement policies based on the causes of poverty,improve the accuracy of precision assistance;carefully select poverty alleviation projects,and make the best use of resources;strengthen the sense of responsibility of poverty alleviation,and rectify the starting point of work.(3)The level of poor households.Poor households resolutely establish confidence in poverty alleviation and improve vocational skills;poor households actively participate in poverty alleviation and benign increase poverty alleviation efficiency.
