Research On The Optimization Of Government Higher Education Governance

With the deepening of reform and opening up,the improvement of the socialist market economic system,and the acceleration of social reform,it is urgent for the government to transform its functions,identify its role,further promote the optimization of government governance,and create an orderly social governance environment for China's economic and social development.Higher education is the top priority of people's livelihood,an important foundation for the development of various national undertakings,and an important symbol of national development level and potential in a new era.The international competition today and in the future,in the final analysis,is talent competition.Since the founding of the People's Republic of China,the construction and development of higher education in China has followed an evolutionary process of creation,exploration,development,and deepening.It has realized the transition from the elite education stage to the popular education stage,and gradually transitioned to the connotative development of higher education.At present,the contradiction between the development of higher education has been transformed into the contradiction between the people's desire for high-level and high-quality education and the unbalanced,inadequate and incomplete development of higher education.Government governance plays a key role in the development of higher education.In the governance of higher education of our government,there are still some difficulties,such as ambiguous role positioning,imperfect laws and regulations,unclear responsibilities and authorities,how to optimize the government's higher education governance is a real problem that needs to be solved urgently.Therefore,it is necessary to attach great importance to the optimization of the government higher education governance,re-examine the role of the government in higher education governance,clarify the basic rights.Under the premise of following the development law of higher education,the concept of higher education governance should be constantly innovated,and the mission and responsibility of higher education reform and development should be truly undertaken,so as to promote the concentric development of higher education and effectively meet the growing needs of the people for higher education.Based on the governance theory and the new public service theory,this research aims to analyze the achievements and difficulties in the governance of government higher education by sorting out the historical facts systematically,and laws of the evolution of higher education governance in recent years.Then,taking the performance of government higher education governance in the United States,Britain,Japan and India as a reference,and give constructive strategies to promote the optimization of higher education governance of our government.
