Research On Government Function Optimization In Public Governance Of Higher Education

With the rapid social development and the quick changes of science and technology,the importance of higher education for social development,as an important driving force for the current social development,has become increasingly prominent.The development of higher education depends on necessary support and guidance provided by the government,but too much government intervention can hinder the development of higher education,so the function of the government in higher education public governance is a double-edged sword,whose proper use can effectively promote the development of higher education,but if used undeserved,the development of higher education will be severely hindered,which may even lead to the adverse consequences.Thus government involvement in higher education is undoubtedly the necessity of public governance,but the government's function scope and the degree of the function are to be questionable.If the government's power in public governance of China's higher education is over-concentrated,the management mode will be conducive to the development of higher education.So with the literature method,the longitudinal method and comparative research from the angle of the new public governance,this essay aims at how to make optimization of the adjustment,under the background of new era,to the domestic higher education in the process of public governance with the functions of the government.Firstly,the research status at home and abroad is sorted out to provide theoretical support for the study of this paper.Secondly,it expounds higher education,government functions and public governance of higher education,and introduces the positioning and role of government functions in public governance of higher education in China from the perspective of new public governance.Third,it analyzes the problems currently existing in public governance of higher education in China when the government performs the functions of higher education,including unclear role of government management,inadequate degree of management legalization,limited education investment system,lack of autonomy,the constrained implementation of the education evaluation in colleges and universities and the main causes of these problems such as constrained official standard,rigid management system,and slow development of mediation.the relevant optimization measures are put forward to solve the problems currently existing in the public governance,i.e.,the government function optimization of higher education public governance needs tochange government management consciousness,improve the system of higher education public governance rules and regulations construction,improve the system of higher education investment,make clear autonomy of institutions of higher learning education,perfect higher education public governance performance evaluation mechanism,and provide strong support for the long-term development of higher education.
