Research On Village Social Governance Under The Guidance Of Party Construction

At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,it was proposed that the modernization of the national governance system and capacity should be promoted,among which the effective governance of rural society should be realized.Through strengthening the self construction of the rural party,giving full play to the advantages of the party construction,strengthening the leadership of the party construction,giving full play to the role of the party in commanding the overall situation and leading the mobilization of all parties,it is an effective way to explore the construction of the community of social governance at the grass-roots level and realize the good governance of the village.This paper studies the exploration of village social governance under the guidance of Party building.The first chapter is the introduction part,which clarifies the background and significance of the topic,summarizes the research contents and research methods,and puts forward the innovation and shortcomings;the second chapter defines the related concepts of the paper,such as party building guidance,village social governance,social governance community,rural Party group,grid management,etc The scope of the study and the study of Xi Jinping’s party building theory and governance theory as the theoretical basis,analyzes the relationship between the party building and the social governance of the village.The third chapter of Xinmi City Chengguan Town,through the establishment of the Party group on the villager group,strengthens the infiltration of the party organization,relies on grid management,vertically integrates social governance,and mobilize the organization,the party members and the masses.In the fourth chapter,combined with the academic point of view and the problems found in the field investigation,the author puts forward that the party construction can not meet the needs of village governance,the party construction can not play a strong role,the party construction can not lead the mobilization of social forces to participate in,and the party construction can lead the protection of village governance resources In view of the practical dilemma of the party building leading to the village social governance,the fifth chapter proposes to strengthen the self construction of the party organization and strengthen the guidance of the party based on the experience of Xinmi City,combining with the practical dilemma of the party building leading to the village social governance In order to explore a practical path for the party building to lead the village social governance in the new era,we should strengthen the construction of leadership,the mobilization ability of the party and the integration ability of village resources.
