Research On The Systematic Construction Of Community Governance Guided By Party Building

Since the 21 st century,the community governance in China has achieved certain results.The community neighborhood committee,owner committee and property company are components of the "three carriages",they operate well,there are few contradictions and complaints in residential communities,and community governance is more orderly.How to operate the community "three carriages" is the main concern of the current urban community governance.As socialism with Chinese characteristics enters a new era,how to establish a multi-subject cooperation model of community governance under the leadership of the Communist Party of China(CPC)so as to achieve good community governance is a challenge for the communities across the country.To this end,the communities in Bishan District,Chongqing have developed an systematic construction model for community governance by establishing community party organizations.Using policy content analysis,case analysis method,and interview,this paper takes the two different types of residential compounds in Bishan District as typical cases study to show the problems and solutions of community governance in a small way.It proposes what the systematic construction of community governance led by party building is,how to establish the systematic construction of community governance with the participation of grassroots party organizations to solve the current problems of community governance and optimize the way of systematic construction of community governance led by party building.The final summary conclusion of this paper is: organizational construction model for community governance guided by party building have strengthened the leading role of CPC,and made the community party organization the most reliable link in community governance.That is,under the leadership of community party organization,the communities are able to coordinate the interest relationships between the main bodies of the communities and facilitate the benign interaction among them,which helps to better serve the residents.Furthermore,this practice has fully mobilized the enthusiasm of community party members,residents,property service companies,and co-construction units in the jurisdiction,enhanced the residents’ sense of identity and belonging to the community,and improved community cohesion and integration,creating a harmonious living environment.Thus,it is necessary to strengthen the construction of community party branch,give full play to the role of multiple subjects(especially community party organization members and residents),so as to continuously optimize and improve the “the mechanism of systematic construction of community governance led by party building”,and to provide a solid foundation for the construction of grass-roots party organizations and community governance.
