The Dilemma And Exploration Of Party Building Leading Social Work Participating In Community Governance From The Field Perspective

The report of the 19 th National Congress of the Communist Party of China had clearly proposed that we should build a social governance pattern of co-construction,co-governance and sharing,strengthen the construction of community governance system,push the focus of social governance down to the grass-roots level,give play to the role of social organizations,and highlight that community governance is the indispensable requirement of building a modern socialist power.At the same time,the government of Guangzhou city actively responds to China’s new development policies,actively explores the practice combination mode between community party building and professional social work,and seeks the path to effectively promote community construction and community governance.However,according to the previous investigation and observation,there are various problems in the joint promotion of community governance by party building and social work.Then,the guidance of party building originally contains great strength and resources.What kind of difficulties and dilemmas can be seen in the process of social work taking part in the community governance leading by party building? The reasons behind this governance dilemma and the action strategies of social workers to break through the governance dilemma are worthy of in-depth study.In order to answer the above questions,based on the field theory,this author uses the case study method to study the social work station of T street in H District of Guangzhou City,participating in community governance through the party construction project.First of all,this thesis systematically sorts out the three stages of party building leading social work participation in community governance in Guangzhou: guidance and support,party building leading and all around leading.In this context,focusing on the specific governance field,it is further found that social work will encounter three dilemmas: the imbalance of the power status of governance subject,the capital constraints and restrictions of governance subject,and the path dependence of the behavior pattern of governance subject.From the perspective of the main body of community governance,the reasons can be summarized as the restriction of the project system and the “double check-in” system environment,the lack of endogenous governance power of community party branch and the withdrawal and concealment of social work specialization.Hence,social workers take measures to re-establish specialization,revitalize party building resources,correlate community party branches,expand the realm of the cooperative governance and explore resources as well as participation platform to break through the dilemma of party building leading community governance,but there are still problems of insufficient participation and cooperation between community party branches.The grass-roots social governance system had gradually becoming mature,and the cooperation between professional social work and party building forces in community linkage governance is deepening.It not only plays the role of a fighting fortress of the China Communist Party as well as the role of a communist as a pioneer,but also promotes the domestic integration and localization of professional social work,so as to create a new win-win situation of co-construction,co-governance and sharing.
