Research On The Political Ecological Construction In County Territory Of China

During the 16 th group study session of the political bureau of the CPC central committee on June 30,2014,comrade Xi Jinping first put forward the instruction of "a good political environment" in order to create a favorable political environment.As the connection point between the central policy and the people,the county government undertakes the role of a bridge to publicize the national policy,implement the policies of the higher level,as well as the feedback policy and the feedback of public opinion,and plays an important role in the grass-roots level governance.So ensuring that the political ecology of the county keep clean is necessary.The county political ecology is a response to the development environment and trend of the political system at the county level,and also a reflection of the interactive relationship between state power and social power.The county political ecology has three characteristics: basic-level,complex and fragile.Based on the understanding of the core concepts,this paper adopts the methods of qualitative analysis and literature analysis to measure the county's political ecological construction from four aspects: the honesty of officials,the selection and employment of officials,the public-private "relationship" and the party-mass relationship.Combined with the specific disciplinary violations and illegal behaviors of 45 county officials in Henan province,this paper explores the practice and specific status of county political ecological construction from specific cases.Since the 18 th national congress of the communist party of China(CPC),many measures have been taken to improve the political ecology in county areas,and preliminary results have been achieved.However,there are still problems of corruption,unreasonable selection and employment,strong "relationship" culture and party members' alienation from the masses in the current county's political ecological construction.The construction of political ecology is a systematic project,especially in the social transformation period of our country.The conflicts between the centralization of officials' power and citizens' political participation,the insufficient guarantee function of the system of selecting and appointing officials,the realistic needs of the traditional cultural concepts and the promotion of officials,as well as the test of the concept of the party and the masses and the ruling ability are the specific reasons for the problems of the county's political ecological construction.In this regard,we should standardize the power elements,improve the system elements,attach importance to the cultural elements and pay attention to the subject elements,in order to further promote the practice development of the county political ecological construction.
