Research On The Impetus Of Rural Vitalization Strategy Effectively By Township Governments

The report of the 19 th National Congress of the Communist Party of China puts forward the strategy of "Rural Revitalization",which points out that the goal of "industrial prosperity,ecological livability,rural civilization,effective governance and rich life" should be realized,which is to make agriculture strong,rural beauty and farmers rich.As a grass-roots political power organization in China,the township government is the important promoter of the implementation of the strategy of Rural Revitalization.In the current research on the implementation of the strategy of Rural Revitalization in the academic community,the impetus of the strategy of township government is seldom considered.In fact,the driving force of the township government strategy directly determines the implementation effect of the Rural Revitalization Strategy.Township government is the main body of responsibility in the implementation of Rural Revitalization Strategy,a powerful promoter of Rural Revitalization Strategy,and a practitioner of accelerating the implementation of Rural Revitalization Strategy.According to the requirements of the Rural Revitalization Strategy,the scientific positioning of the functions of the township government is mainly reflected in the functions of economic development,agricultural facilitation,comprehensive public service,coordination of social functions and normalization of environmental protection.The driving force of township government to promote the Rural Revitalization Strategy is mainly divided into four external driving factors,including the driving force of national strategic requirements;the driving force of responsibility objectives;the pressure of superior government assessment and the pressure of villagers' interest requirements,and the competition between the pilot township governments;the driving force of local government performance improvement;the stimulation of township cadres' sense of responsibility and career promotion There are four internal dynamic factors in the desire for space.According to Marxism,internal factors play a decisive role.Only by improving the internal performance power of township government,can external forces play a role and promote the strategy of Rural Revitalization effectively.At present,there are 162 Rural Revitalization pilot towns in Henan Province.The author selects three pilot towns including Zhengzhou and Kaifeng for field investigation.Based on the investigation of the pilot towns in Henan Province,it isfound that the current township government has some power to promote the Rural Revitalization Strategy,which is mainly reflected in the following aspects: the national strategic requirements policy system has been formed,the township government's responsibility objectives are clear,the superior government conducts assessment according to the requirements of the Rural Revitalization Strategy,and there are many competitions among the pilot towns.However,there is also a lack of motivation,which is mainly manifested in the following aspects: the promotion of township government's achievements needs to be strengthened,the institutionalization of township cadres' career promotion space is narrow,the sense of responsibility for entrepreneurship needs to be stimulated,and the township government's response to farmers' interests needs is weak.The problem of insufficient power has greatly affected the actual effectiveness of the Rural Revitalization Strategy.The causes of this problem are mainly due to the township government's cognitive deviation of its main position and functional orientation;the lack of talents,funds and authority;and the failure of incentive and accountability mechanisms to stimulate the intrinsic motivation of township government cadres to perform their duties.The realization of the strategic goal of Rural Revitalization is inseparable from the effective promotion of Rural Revitalization Strategy by township government.In view of the current situation that the township government lacks the strategic power to promote the rural revitalization,the following work should be done in the future:first,optimize the functional cognition of township government,carry out the work according to the needs of farmers;strengthen the sense of responsibility and mission of township cadres.The second is to ensure the support of talents,funds and authority in the process of promoting township government policies.The third is to stimulate the internal motivation of township government staff to perform their duties,improve the incentive mechanism,and optimize the accountability mechanism.
