Research On The Construction Of Service-oriented Township Government In Yan'an City Under The Background Of Rural Revitalization Strategy

In the context of the rural revitalization strategy,the township government,as a grassroots government linking the country with the grassroots rural society,is still difficult to separate from the role of “regulatory government”,which seriously restricts the development of the township government.Yan'an City is located in the western region where the natural environment and economic conditions are relatively backward,and the problems in its township government are even more serious.Based on this,the author has studied the construction of service-oriented township government in Yan'an City under the background of rural revitalization strategy through the study of relevant literature at home and abroad,using literature research method,empirical research method and comparative analysis method.The first part is related to the conceptual and theoretical basis and the goal and evaluation indicators of building a service-oriented township government in the rural revitalization strategy.The author defines the concept and the theory of the "township government","service-oriented township government" and "new public service theory".At the same time,the author puts forward three construction goals for the construction of service-oriented township government,and based on the principles of integrity,measurability and feasibility,has developed a set of indicator system for service-oriented township governments.The second part is the construction status and main problems of the service-oriented township government in Yan'an.The author mainly introduces the general situation of Yan'an township,the general situation of Yan'an township government and the basic public service construction of towns and towns in Yan'an.The statistical analysis of the questionnaire was conducted in various forms to find out the problems existing in the construction of service-oriented township government in Yan'an.The third part is the analysis of the causes of the problems in the construction of service-oriented township government in Yan'an.The author is based on the analysis of the questionnaire and the study of related theories.The main reason for the problems in the construction of service-oriented township governments in Yan'an was that the functions of the township government in Yan'an were not in place,the service system was not perfect,the financial funds were short,and the service talents were scarce.The fourth part is the countermeasures for promoting the construction of service-oriented township government in Yan'an City.The author puts forward four suggestions for the construction of service-oriented township government in Yan'an with the problems of the service-oriented township government construction in Yan'an City,which is to strengthen the service concept,improve the service plan,standardize the service system,improve the service quality,and enhance the service.Township financial resources,enriching service content;improving personnel quality and stabilizing township teams.
