Human rights are the long-term development results of human history and are the noble value of all countries.Today,regardless of people's political status,level of development,and cultural identity,human rights are regarded as a measure of social progress and civility.Freedom of speech,freedom of the press,and access to information,as one of the basic rights of individuals,have been included in the International Covenant on Human Rights and are institutionalized in national laws.In Vietnam,the 2013.Constitution stipulates that citizens have the right to freedom of expression,freedom of the press,access to information,assembly,association and protest.The exercise of these rights is regulated by law.In recent years,the situation of human rights in Vietnam has continued to improve,especially the right to freedom of speech and information has been better protected,and remarkable progress has been made.Expressing opinions through newspapers and periodicals is the traditional way of free speech.Over time,social networks have emerged and have become powerful tools for people to showcase their freedom of expression.Facebook,as the most used social networking software by the Vietnamese,has effectively promoted the circulation of information and freedom of speech in Vietnam.However,in addition to the positive effects of using social networks,some problems inevitably arise.Regarding how to understand and standardize the scale of freedom of expression on social networks,not only in Vietnam but also in many countries around the world poses challenges and brings a series of legal issues.Based on this,this article takes the Facebook platform as an example,studies the situation of freedom of speech on the Internet and its legal regulations in Vietnam,through various methods such as literature research law,case analysis law and observation law,and tries to explore the balance between protecting citizens' freedom of speech and maintaining the stability of national order.This article is divided into four parts,the first is the introduction,including the research background,relevant research literature review and research methods;the first chapter studies the use of social networks in Vietnam;the second chapter studies the status of Facebook's freedom of speech in Vietnam;the third chapter studies the relevant laws and regulations of freedom of speech on the Internet in Vietnam.
