The Research Of The Imbalance Of Power And Responsibility In Grass-roots Governance

Rural grassroots governance is to solve the issues concerning the vital interests of the masses in the process of rural grassroots economic and social development,and is a basic component of the national governance system.At present,there is an imbalance of power and responsibility between the grassroots government and its dispatched agencies and the mass autonomous organizations,which hinders the stable development of rural areas and undermines the performance of social governance.Clarify the boundaries and scope of powers and responsibilities of towns and townships and functional departments and village committees,allocate responsibilities scientifically and reasonably,improve the problem of unbalanced powers and responsibilities in grassroots governance,help to realize the good operation and implementation of powers and responsibilities,and inspire grassroots party cadres Vitality and improving the credibility of the grassroots government are of great significance for promoting the healthy development of rural economy and society and social harmony and stability.This article searches for literature from two aspects:power-responsibility relationship and grass-roots governance.Based on this theory,combined with the problems in the allocation of power and responsibility in the work,it first discusses the power between townships and villages,counties and townships,and between grassroots organizations and within.The phenomenon of unbalanced responsibilities,analysis of the imbalance of power and responsibility in grassroots governance will lead to the abuse of power,the pressure of layers in the process of responsibility transmission,formalism perfunctory,low administrative efficiency and other issues.These problems are manifested at the grassroots level with the operating mechanism of "shrinkage of power and expansion of responsibility",and then explore the reasons for the lack of the unified concept of power and responsibility,the unscientific design of power and responsibility system,and the deviation of the implementation of power and responsibility.Finally,based on the results of the analysis,it proposes countermeasures to improve the imbalance of power and responsibility in grassroots governance.By clarifying the role of grassroots organizations,rationalizing the operation mechanism of power,and regulating the construction of the power and responsibility system,in order to build a township government suitable for rural governance and people’s satisfaction Ensure the standardized operation of rural governance.The article concludes that under the current administrative system,it is not possible to isolate and study the problem of matching responsibilities in rural grassroots governance.It must be consistent with the policies and documents of the higher-level government to ensure that the township government at the end of the administration enjoys full power and clear target responsibilities.Thus scientifically and rationally define the functions of township governments and promote the modernization of grassroots governance.
