Study On The Government Purchase Of Public Legal Services

With the continuous progress of society,the legal consciousness and legal quality of citizens are conmmonly improved.The satisfaction of people's production and life needs is usually presented as the adjustment of legal relations and the solution of legal problems.In 2014,China began to officially promote the construction of public legal service system.In this process,some local governments entrust some public legal services to social forces and institutions by purchasing services.This way not only avoids the shortcomings of the government's professionalism and service efficiency,but also helps legal service personnel take advantage of professional knowledges.Especially in the vast grass-roots areas,the implementation of government purchases of public legal services plays an irreplaceable role in resolving social conflicts and disputes,safeguarding the legitimate rights and interests of citizens,and achieving social fairness and justice.Based on the actual situation of C County,this paper uses case study method,interview method and questionnaire survey method,introduces Public-Private Partnerships(PPP)theory and social governance theory,references the domestic and foreign research achievements on the government purchases of public legal services,makes an in-depth analysis of government purchase of public legal services in C County.Since 2014,the C county government has purchased legal services through contract system method and subsidy system method,and has achieved certain effects.However,compared with the rapid economic and social development and the increasing demand for basic public legal services of the people,there are still some deficiencies in the government purchase of public legal services of C county,mainly including the defects in the purchase methods,unclear boundaries of purchase items,insufficient supply of service organizations,and unexpected purchase effects,which are due to the poor planning of C county government purchase,insufficient investment in services purchase,poor quality of service providers and inadequate government supervision.In view of the above problems and reasons,this paper puts forward countermeasures and suggestions to improve the government purchase of public legal services,including clarifying the government purchase items,strengthening capital investment and management,improving the ability of service providers,improving the service effect of government purchase projects,and strengthening government supervision,aiming to improve the effectiveness of government purchase of public legal servicse and enhance people's sense of happiness,gain and security.
