Difficulties And Promoting Measures Of Local Government Purchasing Archives Services

In accordance with the spirit of the Third Plenary Session of the Eighteenth Central Committee,to build a modern public cultural service system,we need to encourage the participation of social forces,introduce market competition mechanism,and promote the marketization and socialization of public cultural service.Archives have the functions of recording history,inheriting civilization,serving the society and benefiting the people.Its cultural connotation is beyond doubt.In the Opinions on Strengthening and Improving Archives Work under the New Situation issued by the Central Office and the State Council Office in 2014,it was issued that the promotion of government purchasing services,all of which belong to transactional management services should introduce competition mechanism and promote the purchase of social services through contracts and entrustments.Based on the concept and concept of government purchase of archival services,this paper analyses the necessity and feasibility of government purchase of archival services.By analyzing the cases of purchasing archival services of A city government and B City Archives bureau,this paper sums up the predicament of local government purchasing archival services.The predicament mainly concentrates on the following aspects.Firstly,the service concept of local government needs to be changed.Secondly,the construction of policies and regulations is lagging behind.Thirdly,the main body of high-quality archival services is insufficient.Fourthly,the ability of local government to purchase archival services is insufficient.Fifthly,the regulatory system is not sound.In view of the current dilemma,this paper puts forward corresponding countermeasures and suggestions based on my own work practice and case analysis.Through the following measures,we can provide better archival services to effectively meet the growing needs of the public.For example,we could further change the concept of the government,establish and improve laws and regulations for purchasing archival services,actively cultivate high-quality social organizations for archival services,enhance the professional purchasing capacity of local governments and improve the evaluation and supervision system,etc.
