Study On The Path Of Participating Community Governance Of Hub-Type Community Social Organizations

As the basic unit of society,the community is not only the basic part of the national social governance system,but also the breakthrough point of the social governance structure.Our country has always attached great importance to the role of the community in social governance and actively promoted the practice of grassroots social governance innovation.In particular,the Third Plenary Session of the 18th Central Committee clarified that the core of the current social system reform is to promote the modernization of the national governance system and governance capacity.As an important starting point for realizing the modernization of grassroots social governance system and governance capacity,community social organizations are also the focus of innovation in grassroots social governance system.The hub-type community social organization is an important platform for promoting the transformation of grassroots social governance structure in grassroots social governance innovation,carrying the important mission of linking grassroots social resources and realizing effective governance of grassroots society.As a new type of community social organization,the hub-type community social organization embeds the community through the "hub" function and exerts its unique governance function,which can largely compensate for the current structural and functional deficiencies of community governance and enable innovative community governance.Paths to support effective community governance.Therefore,it is of practical significance to study the participation path of hub-type community social organizations in community governance,and to carry out community governance practices and improve the overall effectiveness of community governance.Based on this,in order to deeply analyze the path of hub-type community social organizations participating in community governance,the Xiayiyijia in Gongshu District of Hangzhou was selected as a research sample.As the pivotal hub-type community social organization that was first explored in Gongshu District,Xiayiyiijia has a typical significance for its growth and development after years of practice.Based on the comprehensive use of case analysis,interviews and other research methods and the combination of social background,the three-dimensional analysis of Xiayiyijia's participation in community governance is carried out.First,the main functions of hub-type community social organizations to participate in community governance:resource hub type integration function,information hub bridge function,construction hub leading function and spiritual hub cultivation function.Secondly,on the basis of this,identify and explore the multi-integration and co-governance model of the hub-type community social organizations participating in community governance.The action mechanism of "resource embedding—cognitive embedding—multiple subjects inter-embedded" and the operation mechanism of "resource integration mechanism—the guiding incubation mechanism—the operating mechanism of the project system—the grassroots democratic negotiation mechanism".Based on the analysis of the above-mentioned Xiayiyijia's participation in community governance,It can be found that it faces many difficulties in the process of participation,including the dislocation of the organization's own role,the weak ability of the subject,the single way of participation,the narrow scope of the field,the lack of participation of the residents,and the absence of external supervision.Therefore,it still has a certain distance from the community governance pattern that forms a constructive solution to community problems.In order to find a suitable participation path for hub-type community social organizations,mainly through strengthening publicity,improving system construction,improving the organization's own capacity building,optimizing the participation mechanism,and improving the evaluation mechanism,etc.,the level of community-based social organizations participating in community governance will be improved.
