Research On The Structure Of Rural Governance Under The Strategy Of Rural Revitalization

Since the founding of the people's Republic of China,especially since the 19th National Congress of the Communist Party of China,the problems of agriculture,rural areas and farmers have always been fundamental issues related to the national economy and people's livelihood.The party and the government have always taken the "three rural" issue as the primary focus of all work,and comprehensively implemented the strategy of Rural Revitalization.Among the general requirements of Rural Revitalization Strategy,"effective governance" is the basis.Since the reform and opening up,the main body of rural governance has been continuously enriched and developed,the ability of rural governance has been greatly improved,and the system of rural governance has been gradually formed.However,the problems of rural society in the process of rural modernization and urbanization are still prominent.The development of the main body of rural governance is not perfect,the structure of rural governance is unreasonable,and there is a certain distance between the ability of rural governance and the goal of modernization Many factors restrict the steady implementation of the Rural Revitalization Strategy.Therefore,there is an urgent need to analyze the status quo of the main role of rural governance structure,analyze the difficulties and reasons of rural governance structure,summarize the advanced experience of optimizing rural governance structure in China,and explore the optimization path of rural governance structure under the strategy of Rural Revitalization.For this reason,taking Z City,a county-level city under the jurisdiction of Shandong Province as an example,this paper first defines the relevant concepts,combs the basic theoretical basis of the study,and determines the scope of the study by using literature research,investigation and comparative research methods.Secondly,this paper makes a quantitative analysis of the current research literature on Rural Governance under the strategy of rural revitalization,and makes a comprehensive review of the research status at home and abroad.Third,it summarizes the role of village Party organizations,village committees,village affairs supervision committees,rural collective economic cooperation organizations and other economic and social organizations in rural governance in Z City,and compares the existing government led,village Party organization led,and villagers' autonomous organization led rural governance structures in Z city.Fourth,the paper summarizes the difficulties faced by the rural governance structure under the strategy of Z city's rural revitalization,mainly because the leading core role of the village Party organization is not strong,the foundation of the villagers' autonomous organization is not solid enough,the main body of rural governance is not rich enough,and the relationship between the main body of rural governance is disordered.The following reasons are analyzed:the consciousness of participating objects of rural governance is misplaced,the legal system of rural governance is not perfect,the development level of rural collective economy is not high,the credibility of rural governance subject is declining,and the administrative means of government intervene in grass-roots democracy.Fifthly,it elaborates the local experience of optimizing the rural governance structure in China,and summarizes the experience.Finally,from five aspects of strengthening the self construction of the village Party organization,consolidating the leadership foundation,improving the laws and regulations of the village governance,consolidating the democratic foundation,promoting the development of the village collective economy,consolidating the economic foundation,guiding the multi economic and social subjects to participate in the village governance,and straightening out the benign interaction relationship between the multi rural governance subjects,the paper puts forward suggestions to improve the village governance structure,in order to achieve the effective rural governance Governance and promotion of Rural Revitalization Strategy to provide reference.
