Study On The Realistic Dilemma And Advancing Path Of New Rural Sages Participating In Rural Governance Under Rural Revitalization Strategy

Rural governance is an important part of Chinese social governance and the key to the realization of rural revitalization strategy.With the development of market economy and the advancement of urban-rural integration process,the phenomenon of large-scale population outflow appears in rural areas,leading to the dilemma of the absence of governance subjects in rural governance to some extent.The unbalanced development of urban and rural areas has also become a major problem affecting the modernization of national governance.According to the strategic planning document for rural revitalization,rural talents should be explored,the culture of outstanding rural talents should be spread,and the role of new rural talents should be actively brought into play.Therefore,the participation of new rural sages is a way of innovation,but also makes the governance subject become diversified,and is an important exploration and attempt to crack the dilemma and promote the modernization process of rural governance.Taking Y County of Jiangxi Province as an example,this thesis adopts the methods of literature analysis,in-depth interview and grounded theory,and under the guidance of embedded governance theory and collaborative governance theory,to deeply study the participation of new rural talents in rural governance.First of all,this thesis defines the concepts of new village-sages and analyzes the coupling logic of new village-sages participating in rural governance.On this basis,field research was conducted in Y County,and the actual situation of the participation of local new rural sages was deeply understood through interviews.At the same time,based on the perspective of grounded theory,the collected data was conceptualized and coded step by step,finally forming a theoretical model of "the realistic predicament and causes of the participation of new rural sages in rural governance".It can be intuitively seen from the model that the new rural sages are faced with three major dilemmas in the process of participating in rural governance,which are action dilemmas,subject dilemmas and social dilemmas.At the same time,the causes of their dilemmas are analyzed,including small policy support,weak cooperation between governance subjects,difficult to guarantee ability and quality,fading rural sentiment,weak cultural atmosphere of rural sages,intergenerational inheritance crisis,etc.Finally,it explores the promotion path of effective participation of new rural sages in rural governance under the strategy of rural revitalization,and puts forward countermeasures and suggestions such as improving the collaborative mechanism under the overall planning of the government,strengthening the construction of new sages,creating a positive governance environment,and establishing a guarantee mechanism for new sages to return to their hometowns.To sum up,it is of great significance for new rural sages to participate in rural governance.Their participation not only helps to explore the rural governance model with the characteristics of The Times,but also helps to improve the sense of ownership of the villagers’ self-governance,optimize the rural industrial structure,improve the rural living environment,cultivate a healthy and civilized village style,and maintain the stability of the rural society.It not only forms the pattern of rural multi-coordinated governance,but also speeds up the process of rural modernization.
