| Government purchasing public services means that the government should transfer public services to other social organizations through public bidding and directional entrustment,so that the quality of public services and financial funds can be effectively used,the social structure can be improved,and the diversity of the public can be satisfied.Government purchasing public services refers to transferring some of the public services directly provided by the government and some of the services required by the government to qualified social forces and institutions by playing the role of market mechanism.The government pays the related fees according to the contract.The government procurement service projects shall adopt such management measures as "government procurement,contract management,performance appraisal and information disclosure" With the development of society,the public service system of service-oriented government will be more and more perfect,and the main way for the government to obtain public services will be through purchasing.In the 1990s,the Chinese government began to buy public services.At that time,the Pudong Social Development Bureau entrusted the International Association of the Elderly to manage the construction of Luoshan Citizens'Leisure Center and to purchase services for the elderly.Ten years later,large and medium-sized cities such as Beijing,Shenzhen and Nanjing began to make similar explorations.The main contents and projects are from the fields of medical and health services,community services and vocational training.Explore areas ranging from traditional public services to municipal maintenance facilities,sewage treatment,street lamp maintenance,cultural tourism,urban flood control,water resources monitoring,and infectious disease prevention.On this basis,as a social public service enterprise with a wide coverage,it is particularly necessary to accelerate the mechanism and system reform,and to innovate the urban landscape and environmental sanitation management operation mode.The diversification of public demand has prompted local governments to purchase public services.With the advancement of China's urbanization process,people's demand for public services has become more diversified,and the level of public services has become higher and higher.Local governments will face a large number of people directly and cannot rely solely on themselves to meet the needs of public services.If the local government provides public service supply,it will inevitably produce problems such as the supply of public services.The quality is not high,and the efficiency is low.The essence is that it is unable to perform the performance of local government functions.Therefore,in the face of changes in the needs of the masses,local governments need to change the original public service supply model and adopt a diversified approach to purchase public services from third parties.This paper starts with the background and significance of the government's purchase of public services,and expounds the concept of public services and government procurement of public services.Taking Dalian Jinpu New District as an example,from the perspective of government procurement of public service development,this paper investigates the status quo,financing situation,inspection and supervision,and effective procurement of public services of the government procurement of Jinpu New District,and analyzes the main problems and causes.By analyzing the current situation of domestic and foreign governments purchasing public services,this paper summarizes the characteristics of Chinese government's purchase of public services,and proposes to optimize government procurement of public services and increase urban public service expenditures through various channels.Suggestions such as improving the construction of the government supervision system and promoting the development of social organizations,and researching the application of the Jinpu New District to provide suggestions for the purchase of public services. |
