Research On The Role Of Government In The Supply Of Affordable Housing In Beijing

Housing security is a major project for people's livelihood and development,which is closely related to the basic needs of the people and social harmony and stability.Affordable housing supply is a systematic project,which is a specific practice in the housing sector in the process of advancing the country's supply-side structural reform.It is directly related to the implementation effect of the policy of the five priority tasks of cutting overcapacity,destocking,deleveraging,reducing costs,and strengthening areas of weakness in the housing sector and the promotion pace of the country's economic transformation and upgrading.In the author's opinion,to grasp and effectively play the role of the government in this process is the core of fundamentally solving the problem of affordable housing supply.To attach importance to and give full play to the leading role of the government in the supply of affordable housing should be carried out in both policy regulations and operational mechanisms.The establishment and improvement of a sound and effective implementation of the system of policies and regulations on housing security and its operation mechanism are conducive to standardizing the practice of the supply of affordable housing,promoting the reform of the government governance system,and promoting China's economic and social stability and long-term prosperity and development.In recent years,Beijing has fully implemented the relevant policy requirements of the central government on housing security in the supply of affordable housing,gradually established a platform for the supply and overall management of affordable housing,explored and improved the housing supply system featuring both renting and purchasing,and established a long-term mechanism for the special allocation of "new beijingers".It has made in-depth exploration and concrete practice in terms of perfecting the system,establishing institutions,optimizing the supply structure,improving process management and improving public services but also exposed some obvious problems.However,the current academic research on the supply of affordable housing for the actual situation of China's cities is still in its infancy.Due to the intensification of housing conflicts in recent years,the existing research mainly focuses on the construction of affordable housing,price,distribution and welfare effect,as well as the impact of affordable housing on the commodity housing market and price.It has not been studied from the perspective of public management to include affordable housing in the field of public services.Taking the quasi-public product attribute of affordable housing as the starting point,this paper uses the relevant theories of economics,public management and sociology as the main line,and uses the methods of systematic research,comparative analysis,theoretical research and empirical research to analyze the concepts and theories related to affordable housing,combined with the empirical investigation on the supply of affordable housing in Beijing to find out the problem,analyze the role of government in the process of affordable housing supply,and draw on the practical experience of London,New York,Singapore and Hong Kong,put forward measures aimed at improving the role of the government.This paper constructs a theoretical analysis framework on the "special attributes--government role improvement measures" of indemnificatory housing.By combining theoretical research with empirical research,this paper makes an in-depth analysis of the reasons for the "failure" of the government in housing security,explores the introduction of the closed-loop management concept and total quality management method in business administration in the supply process of indemnificatory housing,and discusses how to improve the government's service in housing security through the construction of a sound legal system,an organizational management system,a long-term fund supply management mechanism and a sound supervision mechanism.
