Suzhou is a relatively developed city in China.The favorable employment,ecological and cultural environment has attracted a large number of migrant workers.At present,it is far more than the local registered population.Because of the large population and high house price,the supply of housing rent is in short supply,so "group rent" has emerged in all parts of Suzhou.As a social phenomenon,"group rent" has caused more and more social problems in recent years,and corresponding management policies need to be improved urgently.Therefore,it is an important link in the construction of Suzhou under the rule of law to make a special study of the govermance of "group rent" in Suzhou,which is the meaning of creating a civilized Suzhou and the necessary guarantee for promoting a harmonious Suzhou.Firstly,this paper briefly describes the research background,significance and the situation of "group rent,governance at home and abroad.Taking "discovering problems-analyzing reasons-putting forward countermeasures" as the basic idea,taking empirical research,literature research and comparative research as the basic methods,the basic concepts involved in "group rent" governance,such as "joint rent","house rent" and "house rent management",are discussed.The basic theories such as "governance theory" and "conflict of rights theory" are introduced and explained respectively.The status quo,measures and achievements of "group rent" in Suzhou are summarized.The existing problems are summarized,such as poor governance effect,lack of legal basis for governance,poor coordination among government departments,etc.The causes of the problems are analyzed and combed.Based on the successful experience of managing group rent at home and abroad,this paper puts forward five measures to improve the governance of group rent in Suzhou,including perfecting laws and regulations,establishing a long-term management mechanism led by the government,establishing a governance mechanism of multi-participation,improving housing security policy for outsiders,and strengthening the application of information technology,so as to further improve the governance of group rent in Suzhou.Legislation and policy of rent management should standardize the housing rental market.Based on the actual situation of "group rent" governance in Suzhou,this paper tries to construct a scientific and feasible system of "group rent" governance in order to guarantee the basic housing rights and interests of migrant workers,reduce neighborhood contradictions,environmental hygiene,security risks and public security crimes caused by "group rent",and provide a strong guarantee for creating a harmonious and stable social environment and high-quality development in Suzhou.It can provide reference for other local governments to manage group rent.
