Group-oriented leasing is a social governance problem faced by major cities in China,which is often accompanied by urban problems such as public security,fire protection and environmental health.Shanghai has carried out the campaign to fight group-rent for three years.Nowadays,the phenomenon has been effectively controlled,but the problem hasn't been solved completely.Therefore,to explore a more sustainable governance mechanism becomes important issue to the government.Based on the stakeholder theory,this paper divides the stakeholders into core stakeholders,important stakeholders and marginal stakeholders establishing on legitimacy,power and urgency,and then focuses on the relationship and respective advantages among government,market and society,proposing three modes called centralized management,principal agent and self-government to construct the research of group rent management mode from the perspective of stakeholders.This paper introduces the situation of group rent governance in Shanghai,taking the Xianxia substreet,Tang town and Huayang substreet as typical examples,deeply analyzes the operation mechanism,main effects and problems of centralized management mode,principal agent mode and self-government mode,Through comparative research,this paper explores the functional orientation of the government and puts forward the optimization of group rent governance mode.Firstly,we should build a service-oriented government with scientific functions.Secondly,we should unblock the channels for the public to participate in group rent management.Thirdly,the government should cultivate some non-governmental organizations with a sense of social responsibility.
