Study On The Difficulties And Countermeasures Of "110" Social Linkage In Fuzhou City

Building a service-oriented government is a major strategic deployment of China's modernization of the national governance system.The service-oriented government is to ensure that the interests of citizens are properly maintained and maintained,and to ensure social equity.It is to emphasize government responsibility,attach importance to government response,optimize service processes,focus on humanized management,and provide a wide range of convenient services.In the past few decades,China's public security organs not only shouldered the heavy responsibility of cracking down on illegal crimes and safeguarding the safety of citizens' lives and property.At the same time of proposing the "people-oriented" governance concept,the public security organs also assumed most of the tasks of directly serving the public.However,with the development of society and the transformation of government institutions,more and more experts and scholars have realized that public security organs have assumed too many responsibilities of other government departments in social service work,resulting in excessive pressure on grassroots people's police.A series of phenomena such as difficult law enforcement and heavy tasks.Based on this research background and the related theories of public management,this paper takes the social linkage work of 110 alarm service desk in Fuzhou as the research object,objectively analyzes the current situation of social linkage work of 110 alarm service desk,and proposes the existence of 110 social linkage work.The problems are: 110 alarm service desk work pressure overload;government department service telephone contact is difficult,linkage response is slow;government,society,enterprise-related service response is poor.It also analyzes the causes of these problems: the public and the government use the police resources unreasonably;the "110" service function conflicts with the statutory functions;the unclear command relationship leads to the conflict of powers and responsibilities,and the linkage system is illusory.Furthermore,in view of the existing problems and causes,five countermeasures and suggestions are proposed,which are to rationally locate the functions of public security organs;to make full use of social resources to replace some public securityorgans;to optimize the social linkage mechanism of 110 alarm service desks;Leading emergency response system and strengthening legal protection.
