Study On The Governance Of Family Clan Issues In X Town,J City

The three rural issue concerning agriculture,countryside and farmers is a key issue affecting the political,economic and cultural development of China.Because of unprecedented complex and diverse environment,the current social management practice,the clan,as the main governance body in traditional rural society for a long time,has gained restoration through rough again and again in the long history of China,reflecting strong vitality in the countryside.With the development of policy and economy,the clan shows the characteristics of the new era,becoming the grass-roots power shaping force to be reckoned with in the rural social order.In January 2018,the Central Committee of the Communist Party of China and the State Council issued the "Notice on the Implementation of the Special Struggle for the Elimination of Evil and Destruction." The "Notice" pointed out that in order to thoroughly implement the spirit of the 19th National Congress and the important instructions of General Secretary Xi Jinping,the people will live and work in peace and contentment.The society is stable and orderly,the country has long-term stability,and further consolidates the party's ruling foundation.The Party Central Committee and the State Council have decided to carry out special struggles against evil in the country.Under such a policy background,it makes great sense to dialectically view the dual role of clan power in rural governance,objectively analyze the reasons for its existence,comprehensively understand its role,and explore ways and means to govern clan power.From the perspective of public management,this paper selects the X town of J city as a case,and studies the rural clan problem by the grassroots government in five parts.The first part elaborates on the basic concepts and related theoretical foundations of grassroots political power and rural clan problems.The second part describes current governance status of the clan of X town,J city.The third part summarizes the predicament of the grassroots political power to govern the rural clan problem from the internal defects of grassroots political power,expression of clan interests and the law of grass-roots level.The fourth part analyzes the reasons for the predicament of the current grassroots political governance of the rural clan problem from the aspects of governance mechanism,governance capacity and cadre relationship,etc.The fifth part,on the basis of the former four parts,proposes countermeasures and suggestions for the predicament of the current grassroots regime to govern the rural clan problem,and illustrates the importance of introducing the positive resources of the clan in governance.
