Since the reform and opening-up,with the development of the market economy and the disintegration of the "Unit system",China's urban and rural residents have become atomized.Urban community construction,which started at the end of last century,attempts to rebuild the social service system.Although remarkable achievements have been made in "community system" and public service,community autonomy is mostly a formality due to the simplified and administrative level of the community construction subject.It is difficult to meet the diverse needs of community residents and improve their sense of community belonging and identity.Therefore,it is the only way to construct the community governance pattern involving the multiple subjects.However,how to form a multi-subject "orderly participation" scheme under the complex network relationship of the community is the key to the current grassroots governance innovation.Usually,the "Participative community governance" means that all subjects in the community have equal rights,follow the rules of common recognition and make democratic decisions on public affairs.This paper will focus on the practice and optimized routes of the pattern of "Participative community management" under the policy environment in Zhenjiang.In practice,this mode is a form of "orderly participation" of multiple subjects,including community residents and social organizations,under the leadership of primary party organizations,the responsibility of sub-district offices and the organization of community neighborhood committees.Although this mode has achieved remarkable progress during the initial part,the problem of "marginal diminishing of institutional benefits" still hinders the long-term effectiveness of the implementation of "Participative community governance" mode,based on the analysis of the current community implementation status.In order to solve the above problems,analyzing the main function of each subject displayed in the community participation,considering with the principle and influence factors under the logic behavior of each subject,exploring on the "Participative community governance"model and find that how to integrate multiple subject from static participation to dynamic interactive process,is the best way to optimizing the model of the Zhenjiang "Participatory community governance".Therefore,we selected Y community,which was the earliest and most effective one of "Participative governance" in Zhenjiang,as the main study case.Through long-term participatory observation and semi-structured interview,this paper outlines the participation status of each subject and analyzes the deficiency of their functions.Furthermore,the purpose and action of the multi-subject organization are deeply explored,and the reasons for the phenomenon of "declining institutional benefits" are analyzed,so as to the targeted and operable optimized routes.Only in this way can provide some reference for the effective implementation and dynamic interaction of"Participative community governance" mode in Zhenjiang.
