Research On The Disposal Of Non-police Activities From The Perspective Of Law

There are too many non-police activities in public security organs,which has become a common problem in public security departments.For a long time,the public security organs in various regions have different degrees of participation in non-police activities,which has not been effectively stopped until now.In the context of rule of law,non-police activities have an impact on law enforcement environment,law enforcement effectiveness,the legitimate rights and interests of police and administrative counterparts.Many problems faced by public security organs need to be solved from the legal level,such as function positioning,responsibility scope,administrative assistance,social emergency linkage and other issues.Only when these problems are solved and the non-police activities are properly distributed,can the functions of stopping and punishing illegal and criminal activities be better performed,and the public security work be promoted to the direction of legalization,specialization and modernization,so as to realize the important mission of public security organs to maintain national security and ensure people's living and working in peace and contentment.This paper discusses the negative effects of non-police activities from the aspects of infringing the legitimate rights and interests of the police,causing low efficiency of law enforcement,and damaging the legitimate rights and interests of the administrative counterpart.Based on the analysis and summary of the current forms of non-police activities,this paper sums up the main types of non-police activities with the example of the author works,and analyzes the causes of non-police activities from the aspects of weak legal awareness of the public,unclear division of legislative powers of departments,unclear responsibilities of public security organs,etc.Finally,combined with the background of ruling the country according to law,this paper puts forward some effective strategies and suggestions from three aspects: improving the content of relevant laws and regulations,formulating the disposal process of nonpolice activities,and improving the construction of disposal mechanism.
