With the continuous expansion of Shanghai's urban scale,Shanghai's rail transit has also experienced relatively rapid development. The increasing passenger traffic has caused Shanghai's rail transit to face increasing public security pressures, especially pickpocketing and other cases of multiple infringements, which have gradually increased in recent years.Pickpocketing crimes have enormous social harm, which not only threatens the personal safety and property safety of the people, but also potentially reduces the sense of well-being and security of the public life, and affects the public's trust in the government. This article uses the theory of collaborative governance as a tool to analyze the current cases of pickpocketing cases in Shanghai. And conduct an empirical study on the current collaborative management mechanism of pickpocketing cases in Shanghai Metro. It is found that the current governance mechanism has problems such as interest-oriented “sports-style” governance, lack of integration of information resources, and obstacles encountered by civil society organizations.Based on the in-depth analysis of the above problems, this paper draws on the successful experience of other cities such as Xiamen and Chongqing in the collaborative management of pickpocketing crimes, from the accurate prediction of pickpocketing crimes, the construction of a benign development model of voluntary rumors, and the strengthening of pickpocketing. From the perspective of management,it has built a new way for the Shanghai subway to prevent pickpocketing crime from happening.
