Research On Harbin Railway Police's Prevention And Control Of Telecommunications And Internet Frau

With the rapid development of Chinese economy and the integration of information technology into all aspects of society,telecom fraud crimes have also spread throughout the country.Nowadays,telecom fraud relies on the development of information technology and the progress of internet technology,and the criminal methods and money laundering methods are constantly upgrading and renovating.It has gradually replaced the traditional "theft,robbery,fraud" as the most widespread,influential,and people’s property loss serious property infringement crime in China.Railway public security as a part of the public security organs,it bears the important mission of maintaining the order of railway transportation production and ensuring the personal and property safety of the people.Whether it can effectively prevent and effectively crack down on telecom fraud crimes is a test of the combat and governance capabilities of railway public security in the era.This paper is based on the premise of curbing telecom fraud crimes and minimizing property losses for the people.The research object is the prevention and control of telecom fraud crimes by Harbin Railway Public Security Bureau,and the research goal is to comprehensively improve the governance capacity of telecom fraud by Harbin Railway Public Security Bureau.Through literature research,case analysis and visiting investigations,a systematic analysis was conducted on the current situation of Harbin Railway Public Security in preventing and controlling telecom fraud.Research has found that the poor effectiveness of prevention and control is mainly manifested in inadequate publicity and prevention measures,low case resolution and property recovery rates,lack of professional talents,and poor collaborative governance operation.The main reason for this is a lack of governance concepts,institutional design,personnel capabilities,and financial investment.Based on the research theories of experts and scholars,as well as the prevention and control measures taken by local public security organs,and combined with their own practical work experience,the author proposes specific suggestions to enhance the governance capacity of Harbin Railway Public Security Telecom network fraud from the perspectives of method innovation,technology improvement,talent cultivation,and collaborative governance.I hope that this can provide some reference for preventing and combating telecom fraud crimes,gradually forming a long-term governance mechanism with the participation of the entire society,and effectively improving the satisfaction and sense of gain of the people.
