With the spring breeze of "Internet +",the food industry has ushered in new opportunities.Buying online food through a third-party online trading platform has become a lifestyle that most consumers are accustomed to.At the same time,traditional food safety crimes have also rapidly developed and upgraded into new types of online food safety crimes using the Internet,which has spawned more sophisticated crime methods.They are ferocious and disrupt the normal operation of the online food market.There is no doubt that those behaviors are not only seriously harm to consumers' physical health and life safety,affect social harmony and stability,but also challenge the national governance capacity and level.In the context of implementing a food safety strategy,the original crime control measures are not effective for preventing and controlling online food safety crimes,and the collaborative governance model has become the best choice for effectively solving online food safety crimes.In view of this,this article takes 680 online food safety crime valid cases collected from the China Referee Documents Network as a research sample for statistical analysis in the six years from January 1,2014 to December 31,2019,summarizes the status and characteristics of online food safety crimes,And combines with the existing literature,in-depth understanding of the status and deficiencies of collaborative governance of online food safety crimes,appropriately draws on advanced experience from overseas,on this basis,targeted recommendations to optimize countermeasures for collaborative management of online food safety crimes.Specifically,this paper is mainly divided into five parts:Part I: Introduction.This part mainly describes the research background,research significance,research status and main research methods.Part II: Overview of China's online food safety crime collaborative governance.This part defines the concepts of online food,food safety crime,online food safety crime and collaborative governance based on the existing laws and regulations and actual conditions in China,and clarifies the main body of collaborative governance and its rights and responsibilities,and analyzes the necessity of collaborative governance towards online food safety crime.Part III: The current situation and shortcomings of the cooperative governance of online food safety crimes in China.Through statistical analysis,a total of 680 online food safety crime cases collected from the China Referee Documents Network from 2014 to 2019,this part grasps the current status and characteristics of China's online food safety crimes,and the status quo and deficiencies of China's online food safety crime collaborative governance Make an in-depth explanation.Part IV: The experience and reference of the cooperative governance of the extraterritorial network food safety crime.This part mainly analyzes the current situation of the collaborative governance of cyber food safety crimes in the United States,the European Union,Japan and other countries and regions,as well as the experience and practices suitable for China to learn from.Part V: The improvement and innovation of China's online food safety crime collaborative governance.Based on the actual situation in China,combined with overseas high-quality experience,from the different levels of coordinated governance guarantee,legislation,law enforcement and other subjects to optimize the cooperative governance of China's online food safety crime countermeasures,to build a new pattern of multi-subject collaborative governance to discusses.
