From The Perspective Of Collaborative Governance Research On Food Safety Supervision Of Online Ordering

"The country is based on the people,the people’s food is the day,food safety is the first".Food safety concerns the survival and development of everyone and the continuous operation of the whole country.Today,the Internet opens "another window" to the catering industry.The rapid development of the online food ordering industry is followed by frequent outbreaks of food safety problems in online food ordering.The traditional single government supervision model has been unable to meet the regulatory requirements of food safety in online food ordering.Online ordering food safety supervision to the bottleneck period,contradictions highlighted period.How to supervise the food safety of online food ordering under the virtual condition of the Internet is a new subject of "Internet + Catering" for government departments.According to the idea of "asking questions,analyzing problems and solving problems ",this paper aims at optimizing the supervision of food safety for online ordering,takes the theory of Collaborative Governance as the guide,and studies the supervision of food safety for online ordering by means of literature research,theoretical analysis,questionnaire survey and interview.First of all,on the background of "Internet + Catering" network order food safety regulatory problems,the liability subject relating to the official government regulators,interest sex online order platform,that is not of interest,such as various social organizations and the public consumers,so the Collaborative Governance Theory should be introduced,that is,the network order food safety regulatory issues,build the government-led,A new model of food safety supervision for online meal ordering platform,social organizations,the public and other multiple subjects.Secondly,from the multiple regulation subject and responsibilities,regulatory object and content,regulatory effect three aspects of combed the collaborative governance horizon,the network reservation status of food safety regulation,including through the questionnaire,it is concluded that current our country network order food safety situation is grim,centre for food safety regulation needs to be strengthened,network order food needs to be coordinated regulation of conclusion,This again confirms the purpose of this paper.Thirdly,based on the two characteristics of Collaborative Governance Theory(plurality of subjects and interactivity in governance),this paper,based on questionnaire survey,interview conclusion and existing literature,excavates the problems of food safety supervision of online food ordering and analyzes the causes from five aspects: government,online meal ordering platform,social organizations,public consumers themselves and their interaction and communication.Finally,according to the existing problems respectively from improving the validity of government regulation,expand the depth of the network order platform dynamic supervision,intensify social organization auxiliary regulation,improve the participation of public active supervision and security regulatory coordination degree of the five aspects of plural puts forward the measures to solve these problems,in order to China’s online reservation contribute the food safety regulatory together.
