Study On Government Supervision Of Food Safety Of Online Ordering In Xi'an

With rapid development of the network economy,food distribution services have also evolved from traditional take-out to "Internet +" mode.Online ordering has become an emerging catering business tool,and the number of transactions has been increasing.Connected to this is a large number of third-party service platforms have also sprung up.However,with a group of fictitious address merchants and unlicensed restaurant entering the platform,the "Online ordering" industry,which became the focus of everyone's discussion.Although the government has done a lot of work in the regulation of food order food safety,the traditional supervision has been unable to adapt to the networked service model.How to form a new pattern of coordination,unification and adaptability between the supervisors and the objects as soon as possible is a new topic that the current government authorities urgently need to study.This article based on literature analysis method and case study method,which organize and summarize the current status of online ordering services and safety supervision of Xi'an.Through analysis and research,the government's supervision work in this field has problems of weak regulation and binding,difficulty in traceability of food safety,lack of key supervision links,and lack of innovation and flexibility.There are four reasons for the above problems: first,the regulatory system does not match the development speed of the online ordering,and resulting regulatory work on blind and unfounded;Second,the soft and hardware conditions are not timely,resulting in inaccurate data collection,asymmetric information,and inefficient and supervisory work;Third,there is a large gap between the number of supervisors and professional skills and actual needs,resulting in insufficient supervision.;Fourth,the diversified new regulatory model has not yet been formed,and the supervision work is half the effort.Finally,in order to further address the various outstanding problems in the online ordering service market of Xi'an,and promote the sound development of supervision.With reference to the theory of seamless supervision and the theory of information asymmetry,this paper proposes four suggestions for the government authorities to deal with food safety supervision in the process of online ordering service : The first is to improve the local regulations and standards system,and strengthen the binding of government regulatory work.;The second is to strengthen the construction of online ordering information platform to ensure traceability and control throughout the process;The third is to systematically improve the regulatory power of all aspects of online ordering from the system,personnel,and technology.The fourth is to encourage all responsible parties to participate in the online ordering process,and establish a comprehensive new standardized regulatory model,and Improve regulatory efficiency.
