Analysis On Current Situation Of Fuzhou Proactive Disclosure Of Government Information And Proposals For Improvement

The disclosure of government information is the key to build a clean and efficient, people satisfied, service-oriented and sun-oriented government. With the implementation of Chinese "Regulation on the Disclosure of Government information" in May01,2008, china’s government information disclosure work officially entered the orbit of the legal system. As the statutory duties of governments at all levels, proactive disclosure of government information is the legal basis of protecting people’s right, improving transparency of government work and promoting the transformation of government functions in all directions. Fuzhou Government continues to promote the proactive disclosure of government information and government transparency. According to "Chinese Government Transparency Index Report (2013)" published on February24th, Fuzhou government was ranked fourth among other forty nine municipal governments, moving up by5positions compared with previous year. Proactive disclosure of government information work achieved certain results. But it is still not fully playing its due role. How to improve it from all aspects? This is the motivation of this article.This paper discusses the research in four chapters. The first chapter is the preface. It introduces the background, purpose, content and methods of the researched topic; The second chapter describes the theoretical basis of government information disclosure, laws and regulations, development and the meaning of disclosure; The third chapter describes current situation, research and basis of disclosure; The fourth chapter continues to promote the proposals of Fuzhou proactive government information disclosure. The last is the summary of this paper.This paper adopts the research method of the comprehensive evaluation referring to "Chinese Government Transparency Index Report ", designs a set of detailed and rigorous quantitative criteria to evaluate in all directions the efforts of Fuzhou government on proactive government information disclosure. Based on the statistic analysis of related data, it shows the current situation of the disclosure, analyses the problems, raises feasible countermeasures and proposals to promote the work.
