A Study On The Reform Of Russian Ethnic Policy In Putin's Period

As a typical representative of the unified multi-ethnic countries in the world today,Russia has many ethnic groups and complex ethnic groups.After the collapse of the Soviet system,ethnic issues have become more complicated,seriously affecting the national unity and national stability of the Russian Federation.To this end,after Russia gained its independent status,it began to adjust the ethnic policy of the Russian Federation from the Yeltsin period,and further reformed Putin after he took office.This thesis combs the relevant research results of Russia,the Soviet Union and post-transition Russia,and elaborates the development track of ethnic policies in each period.It uses literature research method,historical analysis method and comparative analysis method to analyze and discuss.This research belongs to the theoretical normative research.It analyzes the national policies of Russia in various stages of the former Soviet Union with the Marxist view of the nation,and recognizes the Putin ethnic policy measures from the perspective of policy reform.According to the background of "the background of policy reform-the constitutional principle of reform-the reform measures-the effect-the priority development goal of the policy and the enlightenment",the layout of the article is fully demonstrated that although the Russian national policy of Putin period has Oh,but it is also very effective.It has important reference significance for the formulation of our ethnic policy and the handling of ethnic relations.There are six chapters in the thesis.The first chapter makes preliminary preparations for the background,significance and research situation of the thesis.The second chapter points out the historical background and realistic background of policy reform.The article believes that the ethnic policy of Russia,the Soviet Union and the former Soviet Union,as well as the serious local centrifugal tendency before Putin's administration,the rise of nationalism,and the frequent predicament of ethnicconflicts prompted Putin to come to power.Determined to optimize ethnic policies.The reform of ethnic policy needs to first establish the constitutional principle of ethnic policy,and then explain the specific content.Therefore,in the third chapter,we first come to "revise the right of national self-determination,establish 'single national sovereignty thought'" and "enhance" Citizenship's reinventing the three principles of'national identity',"eliminating ethnic discrimination,and safeguarding minority rights",followed by measures in the fourth chapter on ethnic cultural autonomy policies,national preferential policies,and anti-extreme nationalist policies.An integrated narrative was carried out.Affected by history and the surrounding environment,each policy will have certain effects after its formulation.Of course,we cannot ignore the problems in the implementation of the policy.The same is true of the national policy formulated during the Putin period.Its policy formulation has alleviated the tendency of national separation and effectively controlled the frequency of terrorist activities.It also has the fact that “nationalism of Russians outside the country has not been fundamentally resolved” and “foreign immigrants have triggered society.Issues such as "contradictions","weakening of central power",and "corruption inspiring ethnic contradictions" are all reflected in the fifth chapter of this article.Finally,the sixth chapter,knowing this,draws the enlightenment of China in the process of formulating and implementing the ethnic policy.
