In the1990s the contradictions between ethnic groups of the Russian Federationdeepened after a series of unrest. When Putin came to power as president, the domestic ethnicproblems in the Russian Federation are mainly for ethnic separatism and violent terroristactivities which is the result of ethnic separatism. For that situation, Putin firstly used militarymeasures to recapture Chechen and fall upon the ethical division force, then throughreforming the federal administrative system, strengthening the central vertical managementsystem, rectifying the legal order and other measures, to make the Russian society go towardsthe right track, and also the economy began to recovery. At the same time, amounts of Russiandiasporas wanted to go back to the Russian Federation or establish autonomous republiccountry outside Russia. Putin conformed to the appeal, modified the immigration laws to helpethnic Russians abroad to return home as soon as possible, and support the independence ofsouth Ossetia and Abkhazia through the war against Georgia, made them under the protectionof the Russian Federation.In Putin’s reign the policy of administrating ethnic problems has its own characteristics,which are not only reflected in his speeches, but also embodied in his actions. This articlesummarized from Putin’s speeches and activities that, Putin is based on the construction of thethought of "state-nation", and under the push of state nationalism to formulated the relatedethnic policies. This article also believes that Putin’s policy of ethnic problems has certainenlightening significance, first of all, we should be cautious in treating problems of nationalself-determination right and state nationalism, and do not one-sided understand; Second, wecan advocate the concept of "state-nation" to promote pluralistic unity; Third, we shouldfirmly against the violent terrorist activities in the name of "ethnic, religious".
