Policy Research On Local Government Supporting Innovation And Entrepreneurship Development Of Small And Micro Enterprises

Small and micro enterprises are important parts of the socialism market-driven economy,new forces for the development of the national economy,the main channel of employment and an important carrier of innovation.They are indispensable forces in China's economic development.In recent years,the government has successively introduced a number of policies to motivate the development of small and micro enterprises from various areas such as tax reduction,financial services,optimized government services,and more regulated business environment.For example.the State Council issued documents like “Advises on Supporting the Development of Small and Micro Enterprises” and “Guidelines of Supporting the Development of Small and Medium-sized Enterprises”.These policies are mainly top-down approach and pushed by the central government,guiding small and micro enterprises to take the “specialized and new” development road and encourage all levels.The government's “supporting small and helping micro” has strategic significance for the development of small and micro enterprises.Research on how to formulate accurate and effective micro-micro enterprise development support policies has become an urge.Therefore,this paper zoomes in on the small and micro enterprises in Nanchang,and employs methods of both literature retrieving and field research to analyse the current situation and problems of the policies that local government introduces to support the development of small and micro enterprises.This paper starts with introducing the concepts and theories of the current research on the government support to the development of enterprises,and sorting out the current support policies for small and micro enterprises of the government.Later,the policies introduced by the United States,Japan and other countries in supporting small and micro enterprises are summarized for comparative analysis.The small and micro enterprises in the H District of Nanchang City are researched and interviewed,to study and find out the shortcomings of the current support policies,puts forward five aspects:set up professional institutions,increase financial and tax support,carry out policy publicity,technical innovation and industrial support,and talent introduction incentive support supporting innovation and entrepreneurship,financial support,financial and tax support,so as to provide references for the further improvement of the policy.
