On The Protection Of The Basic Rights And Interests Of The Urban Non-household Population

At present,the protection of the rights and interests of urban non-household registration in China mainly lies in confirming its right to live in cities,among which there is a close relationship with the household registration management system and the related security system.The rights and interests of urban non-registered population mainly include:equal rights,children's right to education,the right to raise and maintain,social security,the right to fair employment,and the right to development.At present,the acceptance degree of some cities to the urban non-household registration population is not high.It can be seen from the proportion of non-household registration population,it can be seen that some cities in China have restrictions on the settlement of urban non-household registration population,and many threshold are set on the acquisition of household registration,all of which are to a certain extent.Is contrary to the equality stipulated in the Constitution.There are many reasons for the problems in the protection of the rights and interests of the urban non-household registration population.There are many problems in the current household registration management system in our country,which need to be reformed urgently.Instead of solving the problem of the settlement of the non-household registration population,many obstacles have been set up,which leads to the difficulty of settling down the urban non-household registration population.At present,our country actively promotes the residence permit management system,but there is still a phenomenon that is not in place.At the same time,there are also problems in the provision of public services for the non-resident population in cities.Because of the lack of protection,the public services can not be provided forcefully.Thus,the children of the non-resident population have the right to education,upbringing and maintenance.Fair employment rights and interests can not be protected,resulting in the urban non-household registration population in the city development rights can not be protected.Therefore,in view of the existing problems and their root causes,this paper holds that our country should promote the protection of hukou transfer policy to legal protection,perfect the connection between law and related security system,actively promote the management system of residence permit,perfect the guarantee of education,social security,medical treatment,pension,employment and so on,and construct a fair public service system.In order to promote the reform and innovation of the household registration system in our country,we can treat the urban non-registered population equally and give them the protection of their basic rights and interests.
