Project Poverty Alleviation: A Governance Model For Local Governments In Less Developed Regions

Since the18thNational Congress of the CPC, the state proposes to increase thefocus on regional development and poverty alleviation in Guizhou and relatedcontiguous areas with special difficulties, to innovate poverty alleviation developmentapproaches; while the state promotes the expansion of social participation, strengthenlocal government’s ruling pattern and model innovation, which for theunderdeveloped areas of Guizhou, the development opportunities are facing the needto rely on the system of national poverty reduction and innovative platform toimprove local governance. Poverty alleviation projects as the main way of helping thepoor, how to use poverty alleviation projects to achieve local development, innovationand government administration model is the local government need to think aboutgenerally.This study is based on governance theory perspective, uses case studies,interviews and process-event analysis and other methods to study the operation andimplementation in underdeveloped areas of poverty reduction. The paper is dividedinto five parts, the first is in the summary of existing research on the basis ofthought-provoking, points out two questions: Firstly, what is the plight of povertyalleviation projects in the local implementation process, how it works and ultimatelyachieve? Secondly, whether it can be a poverty alleviation project in underdevelopedareas of local government an effective governance model? Secondly, to define theconcept of poverty alleviation projects, target analysis; Thirdly, according to the fieldinvestigation of Blumea Poverty Alleviation Project, points out that povertyalleviation project implementation process is essentially the process ofimplementation of public policy, is the political process participated by the diversesocial subjects, as central government, local governments, grassroots township market,business, political elite, farmers, community organizations, etc. Analyze a series ofacts of local government in the process of project running, and how to achieve locallinkage mechanism and three benefits according to the operation and integration ofpoverty alleviation; Fourthly, analyze the dual role and institutional logic of localgovernment in the process of poverty alleviation projects; Finally, summarize theconstruction of projects poverty alleviation mode and governance principles, analyzethe feasibility from three different angles of this model, and propose reflection for thepossible consequences. Final demonstration points out project poverty alleviation governance model can be served as effective model of local governance inunderdevelopment areas.The author thinks that, for local governance, poverty alleviation projects have"system" meaning, which is governance logic with system characteristics; it cancombine the structural elements of local political, economic and society fields relatedtogether and form effective governance model for the overall operation of the localsociety. Currently, it is a thinking governance model of local governments inunderdeveloped regions, is the strategies and tactics to build local governancedecisions and actions. Projects poverty alleviation governance model is the processand approach of local government governance, and is a pattern of behavior andeffective way to explore the "good governance".
