Through the long efforts of the whole people,the agricultural and rural areas entered a new era,the economy and society have developed rapidly,and the living standards of urban and rural residents have been continuously improved.At the same time,we also see that the agricultural countryside is still the basis,there is still a short board.Especially,the rural hollowing problem caused by the rural population outflow caused by the unbalanced development of urban and rural areas,the inability of rural public services to keep up with the poor quality of urbanization,the idle housing and the revitalization.With the development of the new urbanization,Gaoqing County has entered the transition stage,and a large number of rural young and middle-aged labor force and the elite in the countryside have moved into the city or moved into the town.Most of the rural population left behind is represented by women,children and the elderly left behind.according to statistics,had a net population outflow of 1,163 in 2017 alone,with an average population of 21 percent hollowing out of the population and 38 percent of the villages with more than 10 percent of their spare houses.It can be seen that in Gaoqing County,the problem of rural hollowing has become the weakness of all-round economic and social development,and has become the most difficult problem to restrict the rural revitalization of Gaoqing County.The Nineteenth National Congress pointed out that a large part of the reason for the implementation of the strategy of rural revitalization lies in this.To solve the prosperity,Gao Qing can flourish.Changing the county must start from changing the countryside.Therefore,this paper adopts literature analysis method,field visit method,comparative analysis method and other research methods to carry out a systematic and in-depth study on the problem of agricultural rural hollowing in Gaoqing County.Based on the number of references and research literature,this paper combs the different definitions of hollowing proposed by different scholars based on different research perspectives,combining with the theory of public participation and the transfer of rural surplus labor force,the theory of land optimal allocation and other basic theories,through combing the rural hollowing of Gaoqing County in the population,land,economy,culture and other aspects,as well as the low utilization rate of homestead,waste of public resources,the management of village grass-roots organizations and public services facing challenges,the emptiness of spiritual and cultural life,the increase of security risks,etc.from the location factors,economic factors,system factors and other external factors,living conditions factors,cultural factors and other internal factors in Gaoqing County,the concrete causes of rural hollowing in Gaoqing County,and the analysis of a series of measures in the management of rural hollowing problems,etc.After obtaining the initial effect,there are limitations and shortcomings.In addition,the in-depth study of the experience in the management of rural hollowing in Fengcheng,Suining County,and Boshan District,has formed the enlightenment to the management of rural hollowing in Gaoqing County,mainly including scientific planning,mobilizing the enthusiasm of farmers and invigorating the sleeping land resources.Finally,the author puts forward some suggestions to promote the management of rural hollowing in Gaoqing County.Specifically including the overall planning of new rural building community layout,rural building community construction with large community as the main content of the strengthening planning guidance,overall planning;through the promotion of comprehensive rural land renovation,exploration and push forward Rural collective construction land and land ticket system,the overall promotion of rural homestead three-power division,the full use of rural land increase or decrease linked policy to activate rural land resources;by exploring a new mechanism for the introduction of talent,mobilize the main body of farmers to return,improve the strength of village-level team of talent,such as the implementation of rural talent gathering project;accelerate the industrial transformation and kinetic energy cultivation,accelerate the integration of cultural tourism development,promote urban and rural infrastructure construction to promote the development of rural industrialization.It provides a new direction for promoting the management of rural hollowing in Gaoqing County,realizing the rural rejuvenation and solving the problem of agriculture,countryside and farmers.
