"The Analects of Confucius·Liren" has a cloud:"Seeing the virtuous thinks Qi Yan,seeing the unworthy and introspective".China’s rural sages have a long history,and rural sage groups have always been an integral part of the governance of local society in China.A history of township sages is half of the history of Chinese rural governance.For thousands of years,they have been actively active in the local society and have risen and fallen with the years,or assisted the government,or helped the crisis,or resolved conflicts.They have witnessed the vicissitudes and historical changes of Chinese society.During the feudal society,the imperial power was not under the county,and the township was governed by squires.At that time,the township sage group became an unofficial governance group between the government and the village.During the period of the Republic of China,with the change of regime and changes of system,the feudal gentry became more and more marginalized,and finally left the court in utter sadness.In the new era of reform and opening up,since the first "Document No.1" of the central government in 2015 proposed "innovating the culture of Xiangxian",the era value of Xiangxian has once again become prominent.Calling out the exiled rural elites to return,granting the status of Xiangxiang,and attracting them to participate in rural governance has become an inevitable choice and the requirements of the times to solve the dilemmas of rural hollowing,atomization and involution."With one sage,you will be able to achieve the best,and when you see the wise,you will become a common practice." When the rural revitalization progresses,the return of a large number of new sages will attract talents,attract investment,and inject fresh blood into the rural society,thereby inspiring the rural society Internal vitality and economic vitality.The rural society will usher in a new look of prosperous industry,ecological livability,rural civilization,effective governance,and affluent life.First,this study divides the evolutionary history of Xiangxian’s participation in rural governance in four stages based on the establishment of the Republic of China in 1912,the founding of New China in 1949,and the reform and opening up in 1978:the feudal period-the Republic of China period-the People’s Commune——In the new period of reform and opening up,at the same time,by combing the historical documents in these four periods,the constituents and roles of Xiangxian in different historical stages were defined,and it was found that they experienced four stages of historical evolution:feudal gentry——Guardians of the interests of the people,local tyrants and inferior gentlemen—Dependencies of the decaying regime,poor and middle peasants—Morality authority shaped by the country,elite diversification—Leaders who made a fortune and made themselves rich A more systematic and complete perception.Secondly,through the case analysis of the return of Xinxiang Xian in Z Township,County Q,the internal logic of the return of Xinxiang Xian was explored,and the three key factors driving the return of Xinxiang Xian were emotions,policies,and interests.With the nostalgia that has always been given up,the series of policies issued by governments at all levels under the background of the rural revitalization strategy have a strong appeal and centripetal force for the local wanderers.It is also because of the current shift in domestic economic development,industrial structure adjustment,and the shift of manufacturing Some SMEs are helpless to reduce costs and improve business efficiency.Secondly,this study makes historical considerations on the social effects of the return of Xinxiangxian from the perspective of changing times,and finds that with the return of a large number of rural wanderers,the rural society has gone from hollowing to returning tide,dual governance to ternary coordination,Three changes from organization to organization.At the same time,these changes have also brought positive social effects from a macro perspective,the return of Xinxiangxian has promoted the benign flow of human resources in the entire society and achieved an organic cycle of urban and rural elites.From a micro perspective,with the return to Xinxiangxian to participate in grass-roots governance,the rural governance pattern can be reconstructed,effectively supplementing the rural governance body,and promoting rural society to be more upright,fair and just.From a cultural perspective,the township entrepreneurship wave brought about by the return of Xinxiangxian has solved the dilemma of the atomization of rural society,and the atomized individual villagers have been reorganized,allowing the previously discrete rural collective consciousness to merge again.Finally,based on the internal logic of the return of Xinxiang,the three dimensions of the call of nostalgia,talent recruitment,and nesting and phoenix answered how to achieve the return of Xinxiang:First,the memory of nostalgia leads the return of Xiangxian;Encourage the return of the villagers;the third is to improve the business environment to attract the villagers to return.
